Abstract:

مفهوم مدیریت دانش را به عنوان رویه ای از بکار یری دانش قبلی برای تصمیم‌گیری جهت تاثیر در کارایی سازمان فعلی و آینده‌سازی آن تعریف نموده‌اند (لی و لان[1]، 2011) با این هدف که سازمان از دانش فردی و جمعی خود، آگاهی یافته به موثرترین شکل، از آن استفاده نماید. ضرورت استفاده از این دانش سازمانی را می توان در عواملی همچون افزایش میزان رقابت و نوآوری میان سازمان‌ها، بازنشستگی و مهاجرت نیروی کار، مقدار زمان قابل دسترس برای آزمایش و بدست آوردن دانش، تغییرات استراتزی‌ها در سازمان، عدم وجود نظام انگیزشی، عدم باور به این موضوع که دانش قدرت است و قدرت زا، و... به وضوح مشاهده نمود. با توجه به رسالت مهم و جایگاه ممتاز ستاد مبارزه با قاچاق کالا و ارز، و با توجه به وظایف و ماموریت های خود از جمله سیاست گذاری، برنامه ریزی، هماهنگی و کنترل و نطارت در خصوص پیشگیری و مقابله با قاچاق انواع کالا و ارز در کشور، امیتوان چنین استنباط کرد که این ستاد ، دارای حجم بالایی از اطلاعات فرآیندی است که بخش اعظم آن دانش خارج از دسترس و استفاده است. از این روی ضرورت استقرار و نهادینه‌سازی نظام مدیریت اطلاعات و دانش از طریق: خلق، مبادله، حفظ و مستندسازی، ارزیابی و استفاده موثرتر از دانش خویش؛ هم‌راستا با اهداف و استراتژی دانشی سازمان تبیین میشود . بر این اساس پژوهش حاضر، به دنبال پاسخ این سوال است که تا چه میزان اسناد بالادستی مبارزه با قاچاق کالا و ارز ضرورت پرداختن به مدیریت دانش را تبیین نموده‌اند؟ در این مقاله، روش تحقیق از نظر هدف کاربردی ـ توسعه ای و بر اساس ماهیت و روش به صورت توصیفی ـ تحلیلی است. برای گرداوری اطلاعات از ابزار کتابخانه ای و تحلیل محتوای اسناد استفاده شده که بر دو دسته تقسیم شده‌اند؛ اسناد فرا سازمانی(عام) اسناد سازمانی و فرا سازمانی خاص و تخصصی ستاد نتیجه آنکه آموزش، ارزش به سرمایه‌های انسانی و دانش، تصمیم‌گیری و فعالیت مشارکتی، زمینه‌سازی بروز خلاقیت و نوآوری و افزایش دانش به ضوابط و کاهش بروکراسی به عنوان پیشران‌های دانشی مورد توجه ویژه قرار گرفته‌اند و مقوله های مهم مدیریت دانش همچون کاربرد و بکارگیری دانش، ایجاد زیرساخت‌های اطلاعاتی، تسهیم دانش، گرداوری اطلاعات وسایر مقوله‌های مربوط به مدیریت دانش در اسناد بالادستی خاص مورد توجه بوده است.

Considering the important mission and privilege of the Headquarters for the fight against trafficking in goods and currencies, and with regard to its tasks and missions, including policy, planning, coordination and control, and prevention and counteracting trafficking in goods and currencies in The country may infer that the HQ has a high volume of process information that is largely out of reach and use. Therefore, the need to establish and institutionalize the information and knowledge management system through: creating, exchanging, maintaining and documenting, evaluating and using more effectively their knowledge is in line with the organization's knowledge goals and strategy. Accordingly, the present study seeks to answer the question to what extent did the upstream anti-trafficking documents explain the need for knowledge management? In this paper, the research method is applied-developmental based on descriptive-analytical nature and method. Libraries and document content analysis tools have been used to collect the data, which are divided into two categories: Extra-organizational Documentation (ORG) and Specialized and Extra-Specialist Staff Documentation As a result, education, value to human capital and knowledge, decision-making and participatory action, paving the way for creativity and innovation, and increasing knowledge on standards and reducing bureaucracy have been given special attention and important categories of knowledge management such as application and application. Knowledge, information infrastructure creation, knowledge sharing, information gathering, and other categories of knowledge management have been addressed in specific upstream documents.
