Abstract:
تحقیق حاضر با هدف شناسایی نقاط فسادخیز در شرکت گاز استان مازندران صورت گرفته است. به منظور ارتقاء سلامت نظام اداری در شرکت مورد مطالعه، در اولین گام می‌بایست نقاط فسادخیز مورد احصاء قرار می‌گرفت. با انجام مطالعات اکتشافی از طریق مطالعه کتابخانه‌ای و انجام مصاحبه، نقاط فسادخیز در شرکت از بعد مشاغل حساس، نقاط آسیب‌پذیر اداری، نقاط آسیب‌پذیر مالی و نقاط آسیب‌پذیر عملیاتی مورد شناسایی قرار گرفتند. پژوهش حاضر از حیث هدف، کاربردی و برحسب نحوه گرد‌آوری داده‌ها، توصیفی- پیمایشی است. به منظور شناسایی مشاغل حساس از اسناد و مدارک استفاده شده و جهت شناسایی نقاط فسادخیز اداری، مالی و عملیاتی ابتدا از طریق مطالعه فرآیندهای انجام کار هر یک از واحدها، و سپس انجام مصاحبه با مدیران و کارشناسان خبره واحدهای ذیربط و در نهایت جهت کمی‌سازی سوالات از پرسشنامه محقق ساخته استفاده شده است. در تجزیه و تحلیل اطلاعات، به دلیل رتبه‌ای بودن داده‌ها از آزمون‌های ناپارامتریک ویلکاکسون یک دنباله‌ای و فریدمن جهت بررسی سوال‌های پژوهش استفاده شده است. بر اساس یافته‌های پژوهش حاضر، 79 مشاغل حساس، 8 نقطه فسادخیز اداری، 8 نقطه فسادخیز مالی و 5 نقطه فسادخیز عملیاتی مورد احصاء قرار گرفت.
The purpose of this study was to identify corrosive points in Mazandaran province gas company. In order to promote the health of the administrative system in the company under study, the first step was to identify corrupted points. By conducting exploratory studies through library research and interviewing, corrosive points in the company were identified from sensitive businesses, vulnerable office Points, vulnerable financial points and operational vulnerabilities. The present research is applied in terms of purpose and is descriptive-survey based on the method of data collection. In order to identify sensitive businesses, documents are used to identify corrupt administrative, financial and operational points first by studying the processes of each unit, and then conducting interviews with the managers and experts of the relevant units and, finally, for quantifying the questions a researcher-made questionnaire was used. In data analysis, Wilcoxon non-parametric one-way tests and Friedman tests have been used to investigate the research questions due to the ranking of the data. Based on the findings of the present study, 79 sensitive businesses, 8 administrative corruption cases, 8 financial corruption points and 5 operational corruption points were surveyed.
