Abstract:
یادگیری سیاستگذاران در عرصه بین‌المللی باید در چارچوب منسجم با در نظر گرفتن پویایی‌های بیرونی و بستر کشور انجام گیرد وگرنه پراکندگی و فقدان الگوی مناسب در این زمینه منجر به استحاله در اجرا یا اجرای ناقص یا شکست پروژهها در عمل می‌شود.ازاین‌رو هدف اصلی مقاله شناسایی چارچوب یادگیری سیاستگذاران با بهره گیری از تجربیات در عرصه بین‌المللی و درس آموزی می‌باشد. روش تحقیق در گام اول کمی و مبتنی بر رویکرد قیاسی منطقی و در گام دوم مبتنی بر رویگرد استقرایی و اکتشافی می باشد که با توجه به دو بعد کانال یادگیری سیاستگذاران یا خط‌مشی و پذیرش خط‌مشی شبکه مناسب یادگیری سیاست/خط مشی استخراج گردیده است.پنل خبرگان در تحقیق حاضر 21 نفر از اعضای هیات علمی مدیریت با تجربه خط مشی یا سیاستگذاری بودند که هدفمند و بر اساس ویژگیهای مورد بررسی در تحقیق انتخاب گردیدند برای تحلیل داده ها در گام اول از کد نویسی VB در محیط اکسل و تکنیک حداقل مجذورات جزئی با نرم‌افزار Smart PLS و در گام دوم از نرم افزار مطلب استفاده شده است. نتیجه تحقیق نشان میدهد که شاخص‌هایی که با تکنیک دلفی و تکنیک حداقل مربعات جزئی غربال‌گری شدند 15 شاخص برای 5 مؤلفه کانال یادگیری سیاستگذاران و10 شاخص برای 2 مؤلفه نرخ پذیرش خط مشی می باشد ضریب کندال در راند سوم تکنیک دلفی 609/0 بود که نشان میدهد وحدت نظر میان دیدگاه کارشناسان در حد خوبی بوده و در سطح خطای 5% مقدار آماره بوت استراپینگ t-value بزرگتر از 96/1 و بارهای عاملی بزرگتر از 6/0 بود که مشخص گردید شاخصها به‌درستی مؤلفه‌های موردنظر را موردسنجش قرار می‌دهند پس در این راستا شبکه یادگیری خط مشی با نرم افزار مطلب رهنمودهایی را برای سیاستگذاران در این حیطه ارایه میدهد
The objective is to: International factors affect the adoption of domestic policy and the learning of politicians in two ways: a) the channel of policy or policy transfer; and b) policy acceptance. Therefore, the main objective of the paper is to identify international influences on policymaking and policy formation. Therefore, in the first step, a set of components and indicators for policy formulation, taking into account the dissemination methods of transfer and learning, should be recognized based on the literature of research, background and experiences of other countries. Method: In the next step, the most important elements identified are based on the viewpoint of professors and experts in the field of executive management and through the Delphi technique during three rounds. The Delphi panel in the research is 21 professors of executive management experience. Element clustering has been used for confirmatory factor analysis. To analyze the data obtained from VB coding in an Excel environment. The measurement model was also evaluated using the least squares and the Smart PLS software. Findings: The result of the research shows that the indicators that were screened using Delphi technique and partial least squares technique correctly determine the components and policy makers should consider the appropriate policy channel and its effective factors in accepting it at times Different ways to learn from the experiences of other countries in policy making.
