Abstract:
این مقاله به طرح مساله ایتلاف ها و چینش اهداف سیاست خارجی جمهوری اسلامی ایران می پردازد، ایده اصلی این مقاله این است که ایران به عنوان یک موجودیت، اهدافی در سیاست خارجی دنبال می کند که تقدم و تآخر این اهداف توسط ایتلاف مسلط سبک و سنگین شده و نمودار سیاست خارجی ایران را ترسیم کرده است. تا پیش از ۱۹۷۹، ایتلاف باستان گرایان بر ایران مسلط شده بود و اهداف سیاست خارجی ایران را با توجه به منافع و ترجیحات خود و فهمی که از منافع ملی کشور داشت ریز و درشت نمودار سیاست خارجی ایران را تعریف کرده بود. این ایتلاف مسلط، توسط ایتلاف چپ گرایان، ایتلاف ملی گرایان و ایتلاف اسلام گرایان به چالش گرفته شده و در نهایت ساقط گردید. پس از انتقال، یتلاف اسلام گرایان بر اداره امور مسلط گردید و باتوجه به منافع و ترجیحات خود و فهمی که از منافع ایران و درکی که از محیط بیرونی دارد به بازبینی در سیاست خارجی ایران پرداخته و اهداف سیاست خارجی را بازنویسی کرده است. با تسلط ایتلاف وسیع اسلام گرایان، الیت های دیگر ایتلاف های باستان گرایان، چپ گرایان و ملی گرایان به بیرون و حاشیه رانده و این ایتلاف ها متفرق شده اند. باور این مقاله این است که پس از تسلط اسلام گرایان، اهداف سیاست خارجی کشور توسط این ایتلاف تعین شده است که در ادامه این ایتلاف خود به دو ایتلاف چپ گرایی و راست گرایی تجزیه شده و پس از تجزیه، به طور کلی ایتلاف راست گرایی است که به عنوان ایتلاف مسلط اهداف سیاست خارجی ایران را شکل داده است و ایتلاف چپ گرایی به عنوان ایتلافی چالشگر تقلا کرده است که با توجه به ترجیحات خود و فهم متفاوتی که از منافع ملی دارد سیاست خارجی ایران را بازتعریف کند، بنابراین چینش اهداف سیاست خارجی به موضوعی برای کشمکش ایتلاف مسلط و ایتلاف چالشگر تبدیل شده است.
This article deals with the issue of coalitions and the alignment of the foreign policy goals of the Islamic Republic of Iran. The main idea of this article is that Iran, as an entity, pursues goals in foreign policy that are preceded and delayed by the dominant light and heavy coalition. Has charted Iran's foreign policy. Prior to 1979, the Coalition of Archaeologists had dominated Iran and defined the goals of Iran's foreign policy according to its own interests and preferences and its understanding of the country's national interests. This dominant coalition was challenged by the Leftist Alliance, the Nationalist Alliance and the Islamist Coalition and was eventually overthrown. After the transfer, the Islamist coalition dominated the administration and, in light of its own interests and preferences and its understanding of Iran's interests and its perception of the external environment, reviewed Iran's foreign policy and rewrote its foreign policy goals. With the dominance of the vast coalition of Islamists, the other elites of the archaic, leftist, and nationalist alliances have been pushed out and marginalized, and these coalitions have dispersed. The belief of this article is that after the domination of Islamists, the foreign policy goals of the country have been determined by this coalition. As the dominant coalition, it has shaped Iran's foreign policy goals, and the leftist coalition has struggled as a challenging coalition to redefine Iran's foreign policy according to its own preferences and different understanding of national interests, thus setting foreign policy goals. It has become an issue for the ruling coalition and the challenging coalition.
