Abstract:
«حکمرانی مطلوب یا حکمرانی خوب» اصولاً در منشور سازمان ملل متحد و حقوق بینالملل ایجاد و در سایه حمایتهای سازمان ملل متحد پرورش یافته است. تمامی تعاریف حکمرانی بیانگر مفهومی وسیعتر از حکومت هستند. کاربرد جدید این واژه علاوه بر نهاد دولت، شامل سه نهاد حکومت، جامعه مدنی و بخش خصوصی میشود. وظیفه حکمرانی خوب همکاری و هماهنگی بین بخش های یادشده است. در این میان، شفافیت در همه بخش های حکمرانی خوب به عنوان یک ضرورت مطرح است. پژوهش حاضر با بهره گیری از روش تحلیلی-توصیفی، در صدد بررسی شفافیت در جمهوری اسلامی ایران با وجود یا عدم وجود حکمرانی مطلوب می باشد. نتایج تحلیل ها نشان داد که شفافیت در دوره ده ساله ی اول جمهوری اسلامی ایران از سال 1358 تا 1368 تحت تاثیر دو ویژگی وجود شرایط جنگی و حضور شخصیت کاریزمایی امام نتوانست مجال ظهور یابد. در دوره 1368 تا 1376نیز به دلیل تمرکز بر فعالیت های اقتصادی و شروع فرآیند رشد طبقه متوسط شفافیت نتوانست تحقق پبدا کند. در دوره ریاست جمهوری خاتمی علی رغم امید برای ایجاد شفافیت، اما این امر به دلیل ضعف جامعه مدنی و مقاومت قدرت سیاسی در مقابل آن تحقق پیدا نکرد. با پیروزی احمدی نژاد در انتخابات بازگشت به شعارهای انقلابی و خواسته های رادیکال عدالت طلبانه و استکبار ستیزانه صورت می گیرد. آنچه در بررسی شفافیت در فاصله سالهای 1357 تا 1390 مشاهده شد نشان داد که در سالهای نخست به دلیل شرایط انقلابی و قبضه قدرت توسط انقلابیون شفافیت در محاق قرار گرفت و سپس ساختار نهادی و قانونی که در این سالها به تدریج آشکار شد نشان داد که سیستم سیاسی گرچه قائل به دموکراسی و مردم سالاری است؛ اما به دلیل ضعف های نهادی و ساختاری نتوانسته است، شفافیت را تحقق بخشد.
Good governance or good governance" was originally enshrined in the Charter of the United Nations and international law and developed under the auspices of the United Nations. All definitions of governance express a broader concept than government. The new use of the term, in addition to the institution of government, includes three institutions of government, civil society and the private sector. The task of good governance is cooperation and coordination between the mentioned departments. In the meantime, transparency in all areas of good governance is a necessity. The present study uses descriptive-analytical method to investigate transparency in the Islamic Republic of Iran with the presence or absence of good governance. The results of the analysis showed that transparency in the first ten years of the Islamic Republic of Iran from 1979 to 1989 under the influence of two characteristics of the existence of war conditions and the presence of the charismatic personality of the Imam could not appear. In the period 1989 to 1997, due to the focus on economic activities and the beginning of the growth process of the middle class, transparency could not be achieved. During Khatami's presidency, despite hopes for transparency, this did not materialize due to the weakness of civil society and the resistance of political power to it. With Ahmadinejad's victory in the election, there will be a return to revolutionary slogans and radical demands for justice and arrogance. What was observed in the Transparency Study between 1978 and 2011 showed that in the first years, due to the revolutionary conditions and the seizure of power, transparency was achieved by the revolutionaries, and then the institutional and legal structure that gradually became apparent during these years showed that the system Political, although he believes in democracy; But due to institutional and structural weaknesses, it has not been able to achieve transparency.
