Abstract:
برقراری برابری جنسیتی پروژه درازمدتی است که در فرض تبدیل شدن به جریان اصلی، از طریق تغییرات همه جانبه در نظام حقوقی و نیز اصلاح نظامات غیرحقوقی با واسطه نظام حقوقی محقق می‌شود. گام نخست برای برنامه ریزی بلندمدت، شناسایی ابعادی از وضع موجود است که نیاز به تغییر دارد، گام دوم انتخاب یک الگو، به مثابه تابلوهای راهنمای مسیر اعمال تغییرات و گام سوم یافتن شاخصهایی برای سنجش میزان پیشرفت پروژه است. در این پژوهش چهار بعد برای برابری جنسیتی شناسایی شده است: جبران فرودستی زنان، مبارزه با تعصب، تحقیر و خشونت مبتنی بر جنیست، تغییر و تطبیق هنجارها، تسهیل عاملیت و نفوذ زنان. الگوی پیشنهادی، برای حرکت به سمت برابری جنسیتی، حکمرانی خوب است. نتیجه نشان می‌دهد حکمرانی خوب فرایند محور است و به جای صرف اصلاح قوانین، از طریق اعمال هم زمان مولفه‌هایش، شامل مشارکت پذیری، تضمین و رعایت حقوق بشر، حاکمیت قانون و پاسخ گویی، فرایند و بستر ایجاد قاعده را به نفع برابری تغییر می‌دهد.
Achieving gender equality is a long-term project that is required gender mainstreaming and comprehensive reforms inside of legal system and outside of it via legal measures. Completing such a project requires long-term perspective that includes these steps: first determining dimensions of necessary changes as goals of project; second choosing a model for reforming as tools of project, and third recognizing indicators to evaluate achievements of project. In this article four dimensions are recognized as gender equality: redressing disadvantage, stigma, stereotyping, humiliation and violence, accommodation and transformation norms, and agency and voice; and good governance is presented as a model. Results show good governance, as a procedure-oriented method, focuses on process and context of lawmaking instead of content of rules. If its element, namely Participation, Rule of law, Accountability and promotion and protection of human rights are fulfilled simultaneously, the process and context of lawmaking will be changed in favor of gender equality.

خسارت ناشي از جنسيت ، از ضعف توانمندي ، زنان در خانواده و جامعه نشئت مي گيـرد و هدف از آن رفع فرودستي زنان در تمام روابط قدرت ، از جمله خانواده ، کار و توليـد مثـل 3 است ؛ - مقابله با تعصب ، تحقير و خشونت مبتني بر جنيست : تعصب ، تحقير و خشونت از شناخت و برداشت اشتباه از هويت خود و ديگري در جامعـه ناشـي مـي شـود و راه مقابلـه بـا آن 4 اصلاح اين شناخت است ؛ - تغيير و تطبيق هنجارها: هنجارهاي اجتماعي در غياب زنان و توسط مردان ايجاد شده اند؛ در اين مقطع که زنان تدريجا از سپهر خصوصي وارد سپهر عمومي مي شوند، مي توان بـه جاي وادار کردن زنان به تطبيق خود با وضع موجود، هنجارها را مورد بازنگري همه جانبه قرارداد.
