Abstract:
چکیده لازمه اصلی در مدیریت اقتصاد ایران، فهم عمیق و نظام‌مند از مسائل خرد و کلان اقتصادی است. فقدان نظام مسائل، سیاست‌گذاری اثربخش در پیشرفت اقتصادی را مورد خدشه قرار داده و تحلیل و تفسیرهای متعدد و البته عدم تفاهم‌های جدی را در زمینه ابرچالش‌های اقتصاد ایران می‌نماید. بر این اساس، پژوهش حاضر با هدف طراحی یک دستگاه نظری منسجم در زمینه مسائل اقتصاد ایران مبتنی بر تحلیل محتوای بیانیه گام دوم تدوین شده است. بدین منظور، در ابتدا براساس روش تحلیل مضمون، مجموعه مسائل اقتصادی کشور احصا شده؛ سپس با بهره‌گیری از روش تفسیری-ساختاری (ISM)، نظام مسائل اقتصاد ایران استخراج گردید. یافته‌های تحقیق نشان می‌دهد که مسائل اقتصاد ایران دارای سه ضلع ساختاری، مدیریتی و بین‌المللی است و در شش سطح جانمایی می‌گردد. دولتی‌بودن اقتصاد در سطح اول، غفلت از اقشار نیازمند و ظرفیت‌های بهره‌برداری‌نشده در سطح دوم، فساد اقتصادی، نگاه به خارج نه ظرفیت‌های داخلی و بودجه‌بندی معیوب در سطح سوم، تبعیض در بهره‌مندی از منابع عمومی، وابستگی اقتصادی به نفت، بیکاری جوانان، تحریم اقتصادی، وسوسه‌های دشمن، عدم رعایت اولویت‌بندی‌ها و عدم ثبات در سیاست‌های اجرایی در سطح چهارم، شکاف طبقاتی و فقر درآمدی در سطح پنجم و وجود هزینه‌های زائد در سطح ششم از نظام مسائل اقتصاد ایران جای می‌گیرد. واژگان کلیدی: مسائل اقتصاد ایران، سیاست گذاری اقتصادی، مدلسازی تفسیری-ساختاری، تحلیل مضمون، بیانیه گام دوم
The main requirement in managing Iran's economy is a deep and systematic understanding of micro and macro economic issues. The lack of a system of issues undermines effective policy-making in economic development and leads to numerous analyzes and interpretations, and of course, a lack of serious understanding on the challenges of the Iranian economy. Accordingly, the present study has been compiled with the aim of designing a coherent theoretical system in the field of Iranian economic issues based on the analysis of the content of the second step statement. For this purpose, initially, based on the method of content analysis, a set of economic issues of the country is calculated; Then, using the interpretive-structural method (ISM), the system of Iranian economic problems was extracted. The research findings show that Iran's economic problems have three structural, managerial and international aspects and are located in six levels. Statehood of the economy at the first level, neglect of the needy and untapped capacities at the second level, economic corruption, outward looking at internal capacities and poor budgeting at the third level, discrimination in access to public resources, economic dependence on oil, youth unemployment, economic sanctions , The temptations of the enemy, non-compliance with priorities and instability in executive policies at the fourth level, class gap and income poverty at the fifth level and the existence of excessive costs at the sixth level of the system of economic issues of Iran..
