Abstract:
تعاظم في الوقت الحالي دور الاستثمارات الأجنبية المباشرة على الصعيد العالمي كأحد الآليات الأساسية
لتحقيق النمو الاقتصادي في البلدان الناميةء وقد سعت هذه الدول لاجتذاب هذه الاستثمارات متنافسة فيما بينها من
خلال تهيئة المناخ الملائم لها. وسوريا كغيرها من البلدان النامية بحاجة لهذه الاستثمارات لحل الكثير من مشاكل
الاقتصاد السوري فقد أصبحت هذه الاستثمارات أحد الموارد الرئيسية التي ترفد المقدرات الوطنية التي توجه الخطة
الخمسية العاشرة نحو تعظيم دورها في ظل محدودية الموارد المحلية المتاحةء حيث تستهدف الخطة الخمسية تحقيق
معدل نمو %7 في عام 2010ء وذلك استناداً إلى توقع استثمارات مباشرة سنوية لا تقل عن 7 مليارات دولار.
ولذلك كان لابد لنا من دراسة المناخ الاستثماري في سوريا بهدف التعرف على الدور الذي لعبه ويمكن أن يلعبه في
عملية استقطاب الاستثمار الأجنبي المباشر.
The role of the foreign direct investments (FDI) has increased on the international
level as one of the basic mechanisms to achieve economic growth in the developing
countries. These countries sought to attract these competing investments by providing the
suitable environments for them. Syria is in need for these investments to solve many of the
Syrian economy problems. These investments became the main resources that supply the
national powers that direct the tenth quinquennial plan to maximize its role under the
limited available local resources. The quinquennial plan aims to achieve a rate of growth
7% in2010, according to expecting direct annual investments of about seven billion dollars.
So there is a necessity to study Syrian investment environment to get an idea about the role
which it played and will play in attracting the foreign direct investments
