Abstract:
در طی سال‌های اخیر، مشارکت عمومی به یکی از ابزارهای مؤثر و عنصر کلیدی در فرایند تصمیم‌گیری در حوزه‌های فعالیتی با هدف ارتقای کیفیت زندگی شهروندان به‌ویژه در کشورهای تحت‌توسعه تبدیل شده‌است؛ درهمین‌راستا تحقیق حاضر نیز با هدف بررسی نقش مشارکت شهروندان در برنامهریزی و توسعۀ پایدار شهر سنندج، در چهار محله از چهار بافت موجود شهر سنندج انجام گرفته‌است. این پژوهش ضمن تأکید بر جنبۀ کاربردی‌بودن آن، برمبنای پارادایم پراگماتیسم و با فن پیمایشی و به روش توصیفی-تحلیلی انجام گرفته‌است. شیوۀ جمع‌آوری دادهها برمبنای پرسشنامۀ محقق‌ساخته بوده‌است. جامعۀ آماری، محله‌‌های شهر سنندج است که در آن به‌صورت هدفمند چهار محله (چهارباغ، صفری، تقتقان و زیباشهر) از نواحی و بافت‌‌های مختلف شهر سنندج انتخاب شد. به‌منظور انجام تجزیه‌وتحلیل دادهها، از آزمون‌‌های آماری t تک‌نمونه‌‌ای، فریدمن، تعقیبی توکی، ضریب رگرسیون چندمتغیره و مدل معادلات ساختاری در قالب نرم‌‌افزارهای SPSS، AMOS وARC GIS استفاده شده‌است. نتایج حاصل از آزمون t تک‌نمونه‌‌ای نشان داد که سطح مشارکت ساکنان شهر سنندج در برنامهریزی و توسعۀ پایدار محلهای با میانگین 39/2 در سطح ضعیف و پایینی بوده‌است؛ برهمین‌اساس بیشترین نوع مشارکت ساکنان در حوزۀ مشارکت مالی با میانگین 61/2 و کم‌‌ترین میزان مشارکت ساکنان نیز مربوط به مشارکت سیاسی با میانگین 63/1 بوده‌است. یافته‌‌های حاصل از رگرسیون چندمتغیره نشان داد که متغیرهای مستقل توانسته‌اند حدود 45% از تغییرات متغیر وابسته (مشارکت محلهای) را تبیین کنند. از سوی دیگر، تکنیک معادلات ساختاری نشان داد که عامل آگاهی با بار عاملی 86/0 دارای بیشترین تأثیر و عامل احساس خوداثربخشی با بار عاملی 40/0 دارای کم‌‌ترین تأثیر بر میزان مشارکت ساکنان بوده‌‌اند.
In recent years, public participation has become one of the most effective tools and key elements in the decision-making process in areas of activity aimed at improving the quality of life of citizens, especially in developing countries. In this regard, the present study was conducted to investigate the role of citizen participation in planning and sustainable development of Sanandaj, in four neighborhoods of the four tissues of Sanandaj. In this regard, the present study was conducted to investigate the role of citizen participation in sustainable planning and development of the neighborhood of Sanandaj. This research, while emphasizing its practicality, is based on the paradigm of pragmatism and is carried out with a descriptive-analytical method. The data collection method was based on a researcher-made questionnaire. The statistical population is the neighborhoods of Sanandaj city, in which four neighborhoods (Chaharbagh, Safari, Taqtaqan and Zibashahr) were purposefully selected from different areas and textures of Sanandaj city. Single-sample t-test, Friedman, Tuckey tracking, multivariate regression coefficient, and structural equation modeling were used in the form of SPSS, AMOS, and ARC GIS software to perform data analysis. The results of t-test showed that the level of participation of Sanandaj residents in sustainable planning and development of the neighborhood with an average of 2.39 was low and low. Accordingly, the highest type of participation of residents in the field of financial participation with an average of 2.61 and the lowest level of participation of residents was related to political participation with an average of 1.63. Findings from multivariate regression showed that the independent variables were able to explain about 45% of the changes in the dependent variable (neighborhood participation). On the other hand, the structural equation technique showed that the awareness factor with a factor of 0.86 had the greatest effect and the self-efficacy factor with a factor of 0.40 had the least effect on the participation of residents.
