Abstract:
تاریخ اولیۀ خلیجفارس در پژوهشهای علمی کنونی بر نقش محوری سیاسی و اقتصادی میانرودان و مناسبات آن با دیلمون (بحرین) و مگن (عمان) و ملوخه (درۀ سند) متمرکز است؛ ازاینرو جایگاه عیلامیان و سایر ساکنان کرانههای شمالی در خلیجفارس مبهم و نامشخص ماندهاست. پرسشی اساسی که به ذهن میرسد این است که مردمان مذکور چه نقشی در فعالیتهای دریایی ایفا میکردند. مقالۀ پیش رو تلاشی برای پاسخ دادن به این پرسش است و در آن به منظور مشخص کردن نقش «اتحادیۀ عیلام» در بازرگانی خلیجفارس، بر ضرورت بازنگری در برداشتهای رایج، از رهگذر بهرهگیری از تحلیلهای تاریخی و یافتههای باستانشناختی تأکید شده است. پژوهش حاضر نشان میدهد که منابع میانرودانی فقط منعکسکنندۀ بخشی از تاریخ خلیجفارس هستند که عمدتاً بر فعالیتهای بازرگانی خود آنها از طریق کرانههای جنوبی دریا دلالت دارد. باوجوداین، اطلاعات پراکندهای که دربارۀ نامجاهای شرقی از لابهلای همین منابع به دست میآید و یافتههای باستانشناختی مبتنی بر تجزیه و تحلیل مواد معدنی و اشیای ساختهشده از سنگهای نیمهقیمتی چون لاجورد و سنگ صابون، به خوبی اهمیت نواحی جنوبی و شرقی ایران را نشان میدهد. راههای آبی مبادلات این منابع و کالاها که از شوش و کرانههای فارس (انشان)، بهویژه لیان (بوشهر)، گذر میکرد، همچون راههای زمینی تحت تأثیر رقابتها و دشمنی سیاسی عیلام و میانرودان بوده، ولی در دورههایی بسیار پررونق بودهاست. این دورهها از نظر تاریخی با سلسلههای سوکلمخها و شوتروکیها انطباق دارد که دامنۀ روابط عیلامیان به بحرین و عمان نیز گسترش یافته بود؛ بنابراین با وجود ارتباطات قوی سیاسی و اقتصادی قدرتهای میانرودانی با کرانههای جنوبی «دریای پایین»، دستهبندی قدرت منطقه در این مقاطع به سود عیلامیان تغییر یافت و اکنون میتوان با اطمینان گفت که بازرگانی پرسود دریا نیز آنچنان که منابع میانرودانی القا میکنند، در انحصار میانرودان نبودهاست.
The Early history of the Persian Gulf in current scientific researches is focused on the substantial political and economic role of Mesopotamia and its relations with Dilmun (Bahrain), Magan (Oman) and Meluhha (Indus valley). Therefore, the role of Elamites and other peoples of Northern coasts of the Persian Gulf remain obscure and unclear. The fundamental question that comes to mind is what role did these people play in maritime activities? The following article is an attempt to answer this question, and in order to determine the role of the " Elamite Confederation " in Persian Gulf trade, it emphasizes the need to revise the common understanding through the use of historical analysis and archaeological findings. This research indicates that Mesopotamian sources reflect only a part of the history of Persian Gulf, which mainly refers to their commerce through the southern coasts. But the scattered information about the names of the eastern places that is obtained from the same sources and the archaeological findings based on the analysis of minerals and objects made of semi-precious stones such as lapis lazuli and soapstone, as well as the importance of the eastern regions is showing. The waterways for the exchange of these resources and goods, which passed through Susa and the coasts of Fars (Anshan), especially Liyan (Bushehr), were influenced by the political rivalries and enmity of Elamites and Mesopotamians, like the land routes, but they were very prosperous in periods. Those periods are historically consistent with the Sukkalmah and Shutrukid dynasties, in which Elamite relationship extended to Bahrain and Oman as well. Thus, in spite of strong political and economic relations between Mesopotamia and southern coasts of “Lower Sea”, power dynamics in the region frequently changed in favor of Elamites and With this knowledge, we can now say that the gainful Sea trade has not been in hand of Mesopotamia, as Mesopotamian sources inculcate.

چنين به نظر ميرسد که نياز مصرفي شهرهاي بزرگ ميان رودان ، نقشي اساسي در تکوين بازرگاني سراسر منطقه داشته است (کل ، ١٩٧٨: ٤٧٣)؛ چنان که سرزمين هاي پيرامون خليج فارس همچون محوطه هاي کرمان و بمپور و عمان نيز از جابه جايي مسيرهاي تجاري و رونق بازرگاني دريايي، به ويژه از اواخر هزارة سوم پيش از ميلاد بهره مند شدند.
مدارک تاريخي و باستان شناسي نشان ميدهند که از اوايل هزارة سوم پيش از ميلاد اين مبادلات از راه دريا (خليج فارس ) هم انجام ميشده است .
