Abstract:
زمینه و هدف: تلاش سازمان‌ها برای برآورده کردن انتظارات ذینفعان کلیدی خود موجب ارتقای بهره‌وری پایدار آن‌ها و تامین منافع جامعه می‌شود. از میان عوامل گوناگونی که می‌توانند به ترویج مسئولیت اجتماعی سازمانی مساعدت کنند در این پژوهش به نقشی که دولت از طریق خط‌مشی‌های عمومی در این زمینه ایفا می‌کند پرداخته شده است. روش: این پژوهش کاربردی با روش کمی انجام شده است. به این منظور میزان اهمیت و اولویت انواع نقش‌های دولت در این زمینه در قالب چهار نوع اصلی خط‌مشی عمومی ارزیابی و رتبه‌بندی شده است. داده‌ها با نظرسنجی از خبرگان به کمک پرسشنامه گردآوری شده و با روش تصمیم‌گیری بهترین –بدترین تجزیه و تحلیل شده است. یافته‌ها: میزان اهمیت و تاثیرگذاری انواع نقش‌های دولت در این زمینه و همچنین تاثیرگذاری چهار نوع اصلی خط‌مشی عمومی (خط‌مشی‌های تنظیمی، تسهیل‌گرانه، شراکتی و تأییدی) متفاوت اما قابل تایید است. نتیجه‌گیری: سازمان‌های عمومی می توانند با استفاده از این چهار نوع خط‌مشی میزان تمایل و التزام سازمان‌ها به عمل به مسئولیت‌های اجتماعی خود را ارتقا دهند. ترکیب بهینه این خط مشی‌ها به شرابط موجود و میزان تمایل و توانایی بخش خصوصی و جامعه مدنی برای مشارکت فعال در این زمینه بستگی دارد. یافته‌های این پژوهش می‌تواند به عنوان راهنمایی آگاهی‌بخش و کارساز در این راه مورد استفاده قرار گیرد.
Background and Purpose: The efforts of organizations to meet the expectations of their key stakeholders will promote their sustainable productivity and provide the benefits of society. Among the various factors that can contribute to the promotion of corporate social responsibility, in this research, the role played by the government through public policies in this field has been discussed.Method: This applied research was done with a quantitative method. For this purpose, the importance and priority of the various roles of the government in this field have been ranked in the form of four main types of public policy. The data has been collected by surveying experts using a questionnaire and analyzed using the best-worst decision-making method. Findings: the prevalence and effectiveness of these various government roles, as well as the effectiveness of the four main types of public policy (regulatory, facilitating, partnership and approval policies) are different but can be confirmed. Conclusion: public organizations in charge of and related to this field can use these four types of public policies to improve the willingness and commitment of organizations to fulfill their corporate social responsibilities.
