"اگر شما این امر را در نهادهای اجتماعی‌ای که وظیفه اشاعه دانش را دارند بررسی کنید،متوجه می‌شوید دو نهاد در این قضیه دخیل‌اند نخست نهادی که در آن مبنای سنی مطرح است و آن مدارس می‌باشد که دانش را از مقاطع پایین‌تر گسترش می‌دهند و منظور از این دانش دانشی نیست که از طریق‌ متون درسی و بوسیله معلم منتقل می‌شود،بلکه در یک چنین جامعه‌ای کتاب درسی و معلم نقش‌ راهبر را دارند و باید مسیر گسترهء دانش را برای آنان هموار و ترسیم کنند و آن‌ها را وادارند که‌ حری: به جامعه‌ای دانایی‌محور اطلاق می‌کنیم که تا لایه‌های پایین آن‌ گرایش به دانش،نیاز به‌ دانش و کسب معرفت‌ احساس بشود و یا شهد داشتن معرفت نسبت به‌ مسائل پیرامونی به آن‌ها چشانده شود (به تصویر صفحه مراجعه شود) حری: یکی از حقوقی که‌ یونسکو برای جوامع قائل‌ است حق دانستن است‌ که تحقق آن را کتابخانه‌های عمومی‌ بر عهده دارند نقص توجه به‌ دانش‌ورزی اساسا در جامعه سبب می‌شود که‌ کتابخانه‌های عمومی‌ چندان رونقی نداشته‌ باشند. کتاب‌ حتی در عصر فناوری‌ اطلاعات یک سرمایه‌ اصلی برای هر کتابخانه‌ محسوب می‌شود (به تصویر صفحه مراجعه شود) حری: آیا در مورد فرهنگ نباید تمام ارکان دولت درگیر باشند؟!وقتی که بحث‌ از دخالت دولت می‌شود منظور اجرایی نیست، بلکه باید به صورت شبکه‌ عمل کنند که نتیجه‌اش‌ در کتابخانه‌های عمومی‌ بروز یابد،این اصل قضیه‌ است گذشته رسم بر این بود که هر کس به هر میزانی که در توانش بود فرد دیپلمه‌ای را به اسم کتابدار می‌آورد که کلیه کارهای خدماتی و سرایداری همراه با کتابداری را انجام می‌داد و ماهی 30،40 هزار تومان هم حقوق می‌گرفت."
