چکیده:
دقت در وضعیت انرژی چین نشان می دهد که از یکسو تقاضای انرژی در این کشور به تبع رشد و توسعه اقتصادی آن به شدت در حال افزایش است و از دیگر سو به دلیل کمبود منابع داخلی، وابستگی این کشور به منابع بین المللی به همان درجه در حال افزایش است. بطوریکه چین به عنوان پنجمین تولید کننده نفت در دنیا، از سال 1993 به یک وارد کننده خالص تبدیل شد. به عبارتی نیاز شدیدا رو به افزایش چین به انرژی و لزوم تامین آن از منابع خارجی، موضوع امنیت انرژی را به مسئله ای حیاتی برای این کشور تبدیل نموده است. در این راستا گسترش تعامل با کشورهای دارنده انرژی که عمدتا در خاورمیانه و خلیج فارس واقع شده اند، می تواند زمینه را به سوی وابستگی متقابل فراهم آورد. بطوریکه کشورهای خاورمیانه قادرند " امنیت انرژی" را به عنوان دغدغه استراتژیک چین برطرف نمایند و از سوی دیگر چین نیز متقابلا قادر است به برخی نیازهای استراتژیک خاورمیانه در حوزه تکنولوژی و سرمایه پاسخ گوید. تحت این شرایط به نظرمی رسد زمینه های بسیار مناسبی برای آغاز یک دیالوگ سازنده با هدف استقرار یک الگوی وابستگی متقابل با محوریت تامین انرژی در حال شکل گیری است.
This century can be named "Energy Century". Once energy was only of concern as fuel during wars, and now due to significant impact of oil on world economy it has much more important role to play. In other word energy is the backbone of development, and now it is considered as a strategic good for developed and underdevelopment countries. Among other continent, due to fastest growth in energy consumption Asia, energy issue is one of the most important issues to be concerned. Considering the fast economic growth, reduction of inland energy resource, increase of needs to energy and increase of energy import have depended the China to foreign energy, so that China now is the second consumer of energy in the world after U.S.A. Knowing this, and considering the role of energy in economic development of countries, energy has reached to the first place of issue for the China. In addition, being one of the greatest energy resources in the world, Middle East is one of the most strategic areas in China s diplomacy. So that this area produces about half of China s needs. In this way, interaction with states of this region may lead to mutual dependence by China. Chinese therefore have planned to develop their relations with these states through soft diplomacy. Accepting interpretation we can conclude that a mutual dependence is about to form between these states and China, in other word Middle East states have the possibility to redeem China form its energy concerns, and in response China may fulfill some strategic, technology and financial needs of these state. So there are several interesting fields to start a dialogue with China, to establish a mutual dependence pattern focusing on energy.
