چکیده:
از دیدگاه اقتصاد شهری, شهرداری در ایران به عنوان یک نهاد بخش عمومی است که وظیفه تولید و ارائه کالاها و خدمات
عمومی مورد نیاز شهروندان را بر عهده دارد. این نهاد برای جبران مخارج تولید کالاهای عمومی شهری, متکی به منابعی است؛
عمدهترین منبع تامین مالی شهرداریهای کشورء اخذ عوارض، مالیات و جریمههای ناشی از ساختوسازها و تراکم میباشد. این
در حالی است که اکثر تحلیل گران، این منابع را ناپایدار میدانند.
مقاله حاضر ضمن تایید نتایج مطالعات قبلی, مساله ناپایداری شیوه تامین مالی شهرداریها را از بعد بررسی و
تحلیل میکند. نتایج بهدست آمده بر اساس چنین رویکردی نشان میدهد که تکیه بیش از حد شهرداریها در ایران به الگوی
کنونی تامین منابع درآمدی، الگویی از توسعه شهری را ترویج و تشویق میکند که سبب ناپایداری شهر و همچنین ناپایدارتر
شدن منابع درآمدی خود شهرداریها میشود؛ زیرا فرض اساسی این پژوهش بر آن است که بخش قابلتوجهی از هزینههای
شهرداری که باید برای آنها تامین مالی شود.ء ریشه در الگوهای توسعهای- فضایی دارد که شهرداری در پیش گرفته است. از
اینرو راهحل پیشنهادی این پژوهش, رفع زمینههای قانونی و حقوقی تامین مالی و تدقیق وظایف و جایگاه شهرداری در شهر,
همچنین تغییر رویکرد توسعهای شهرداری به شهر میباشد.
Upon urban economics, municipalities are among public institutions in Iran which are responsible for providing public goods and services for the citizens. The institution, to compensate for expenses for providing urban public goods, is dependent on specific resources the most important of which are collecting taxes and tolls and the fines for illegal constructions. However, many analysts believe that such resources are unsustainable. The current article, while confirming the previous findings, spatially analyzes the issue of unsustainable financing method of municipalities. The results, upon such an approach, indicated that overdependency of municipalities on current model of financing resources spreads a model of urban development which results in unsustainability of city and income resources of the municipalities as the main hypothesis of the current research is that a significant part of the expenses of a municipality for which financing is required has its root in developmental-spatial models the municipality has opted for. Thus, the solution suggested by the current research is eliminating legal obstacles for financing and careful allocation and definition of responsibilities and clarifying the status of municipality in a city. Change in the developmental approach of municipalities to cities is also suggested.
