چکیده:
دیپلماسی رسانه ای از جمله مقولاتی است که در عصر ارتباطات توانسته است به عنوان یکی از ابزارهای تحقق قدرت نرم و تامین منافع
ملی کشور مد نظر قرار گیرد. در این راستا بهره گیری جمهوری اسلامی ایران از ابزار دیپلماسی رسانه ای به عنوان یک قدرت
منطقه ای از اهمیت بسزایی برخوردار است. در همین زمینه بررسی بهره گیری دیپلماسی رسانه ای ایران در افغانستان پس از سقوط
طالبان از ظرفیت های موجود از جمله موضوعاتی است که می تواند مورد توجه قرار گیرد. مقاله حاضر چکیده ای از یک پژوهش
کاربردی در مورد دیپلماسی رسانه ای ایران در افغانستان پس از سقوط طالبان می باشد.
هدف این پژوهش بررسی موضوع موفقیت دیپلماسی رسانه ای به کار گرفته شده در افغانستان با توجه به مقولاتی نظیر ورود ایران به
بازار این کشور، تحقق اهداف و سیاست های ایران در افغانستان و برطرف کردن تهدیدات متوجه کشور از ناحیه افغانستان می باشد.
در این پژوهش هفت فرضیه تعریف شده که دو مورد از آنها رد و پنج مورد دیگر نیز به اثبات رسیده است. در این راستا این فرضیه ها
شامل، 1- به نظر می رسد ایران در جذب مخاطب افغان نسبت به سیاست های خود در افغانستان موفق بوده است و 2- به نظر می رسد
دستگاه دیپلماسی ایران از طریق دیپلماسی رسانه ای در جذب سرمایه گذاری ایرانیان در افغانستان موفق بوده است، رد شد.
همچنین پنج فرضیه اصلی شامل، 1- به نظر می رسد ایران از تکنیک های دیپلماسی رسانه ای مناسبی در افغانستان برخوردار نبوده است،
-2 به نظر می رسد دیپلماسی رسانه ای ایران نتوانسته است به خوبی از پتانسیل زبان مشترک در دفع تهدیدات از ناحیه این کشور به
خوبی استفاده کند، 3- به نظر می رسد دیپلماسی رسانه ای ایران در روی کار آمدن و انتخاب افراد همسو با سیاست های خارجی ایران
و افغانستان موفق نبوده است، 4- به نظر می رسد دیپلماسی رسانه ای ایران در جلب نظر رسانه های افغان برای انعکاس دیدگاه های
جمهوری اسلامی ایران موفق نبوده است و 5- به نظر می رسد دیپلماسی رسانه ای ایران در انعکاس اقدامات ایران در بازسازی افغانستان
موفق نبوده است، به اثبات رسید.
از بررسی داده های آماری در مجموع این نتیجه حاصل شد که جمهوری اسلامی ایران استراتژی مناسب و درستی در خصوص
دیپلماسی رسانه ای خود در افغانستان به کار نگرفته است. که این مساله سبب شده نتوان از ظرفیت های موجود در این بخش برای تامین
منافع ملی کشور بهره گرفت.این مساله در بحث تحقق امنیت ملی نیز موثر واقع می شود چراکه؛ ایران همواره از جانب این همسایه
شرقی خود در معرض آسیب بوده و بعضا امنیت اش از این طریق در معرض چالش قرار گرفته است.
روش اجرا و جمع آوری اطلاعات و داده های پژوهش استفاده از پرسش نامه ای 20 سوالی بوده که به 50 تن از کارشناسان، دیپلمات ها
تحلیل شده است. SPSS و خبرنگاران حوزه افغانستان ارایه شد و پس از آن نتایج حاصل با بهره گیری از نرم افزار
در این مقاله بر اساس منابع و نتایج پژوهش حاصل، پیشنهادها و راهبردهایی برای ارتقا دیپلماسی رسانه ای ایران به ویژه در زمینه
افغانستان ارایه شده است.
Media diplomacy is one of the tools that in the age of communications could be considered as a means of executing soft
power and serving national interests. Therefore, employing media diplomacy by Iran as a regional power is of utmost
importance. In this regard, reviewing Iran’s use of media diplomacy in Afghanistan after the collapse of the Taliban regime is
an issue worth paying attention to. This article is an abstract of an applied research concerning Iranian media diplomacy in
Afghanistan following the collapse of the Taliban regime.
The purpose of this research is to examine the success of media diplomacy employed in Afghanistan with regard to issues
such as Iran’s entry into the country's market, realizing Iran’s goals and interests in Afghanistan, and removing the threats
posed by that country for Iran.
In this research 7 hypotheses are mentioned, two of which have been rejected and the other five have been proved. These
hypotheses are rejected as followed: 1- Iran appears to have succeeded in attracting the Afghan audience towards her policies
in Afghanistan; 2- It seems that Iran’s diplomatic system, through its media diplomacy, has succeeded in attracting Iranian’s
investments.
The other five main approved hypotheses, are : 1- Iran apparently lacks a proper media diplomacy in Afghanistan; 2- It seems
that Iran has been unable to use the two countries’ common language to its full advantage in dispelling Afghanistan’s
potential threats; 3- It appears that Iran’s media diplomacy has had no success in the appointment and selection of people
favoring Iran’s and Afghanistan’s foreign policy; 4- Iran’s media diplomacy seemingly has been unsuccessful in attracting
and encouraging Afghan media to reflect Iran’s views and outlook; 5- Iran’s media diplomacy apparently has had no success
in underlining what Iran has done with regard to Afghanistan’s reconstruction, have been proved.
The results of assessing statistical data generally show that Iran has not employed a suitable strategy in relation to her media
diplomacy in Afghanistan. As a result Iran has not been able to use the present opportunities fully to serve her own interests.
This is also true of providing of national security, because Iran has always been under threat from her Eastern neighbor and
therefore her security is constantly challenged.
Gathering the necessary information and the research data was accomplished by the use of a 20-question survey given to 50
experts, diplomats and reporters in the field of Afghanistan, and the results were analyzed through SPSS software.
In the final part of this article some suggestions and guidelines based on the resulted sources and research findings are
provided with the aim of improving media diplomacy, especially in Afghanistan.
