چکیده:
پژوهش حاضر با بکارگیری روشهای میانگینگیری مدل بیزینی[1] (BMA) و حداقل مربعات متوسط وزنی[2] (WALS) بعنوان روشهای مرسوم اقتصادسنجی بیزینی[3]، اثر 18 متغیر اقتصادی بر ضریب جینی طی دورهی زمانی 89-1355 در اقتصاد ایران مورد بررسی قرار میدهد. نتایج حاصل از دو روش نشان میدهد که متغیر نرخ رشد تولید ناخالص داخلی با علامت مثبت مهمترین متغیر تأثیرگذار بر ضریب جینی در اقتصاد ایران میباشد بطوری که افزایش رشد اقتصادی که عموما تحت تأثیر رانت های نفتی بوده است، به نابرابری بیشتر درآمد دامن زده است. همچنین در مورد سایر متغیرها، نتایج حاصل از تخمین BMA نشان میدهد؛ دومین و سومین متغیر تأثیرگذار بر ضریب جینی به ترتیب نسبت هزینههای جاری دولت و نسبت درآمدهای نفتی به GDP میباشد، بطوری که افزایش نسبتهای مذکور به نابرابری دامن زده است؛ لذا توزیع رانتهای نفتی و هزینههای دولت با اهداف اولیه سیاستگذاران در جهت بهبود توزیع درآمد در تعارض بوده است. همچنین بر اساس نتایج حاصل از تخمین WALS، درجه باز بودن و تغییرات نرخ ارز، بعد از رشد اقتصادی به ترتیب دومین و سومین متغیر تأثیرگذار بر ضریب جینی با علامت مثبت هستند. لذا آزادسازیهای اقتصادی که مقارن با دورههای افزایش درآمدهای نفتی نیز بوده، به زیان گروههای درآمدی پایین عمل کرده است. مطابق نتایج مذکور بازنگری در سیاستهای رشد اقتصادی و مدیریت صحیح درآمدهای نفتی به نفع گروههای درآمدی پایین ضروری است. بعلاوه اصلاح فرایندهای بودجهریزی و تخصیص منابع با هدف کاهش فرصتهای رانتجویی و برخورداری بیشتر گروههای درآمدی پایین بایستی مورد توجه سیاستگذاران قرار گیرد. This paper has tried to apply Bayesian Model Averaging (BMA) and Weighted Average Least Squares (WALS) approaches as methods of averaging in Bayesian econometrics in order to investigate the impact of 18 macroeconomic variables on Gini coefficient in Iran based on annual data from 1976 to 2010. The results of two approaches indicate that the growth rate of Gross domestic products is the most important determinant of the Gini coefficient، implying economic growth arising from oil booms leads to more unequal distribution of income. As regards to other variables، the results of BMA estimation indicate that second and third effective variables on Gini coefficient are respectively the ratio of government current expenditure to GDP and the ratio of oil revenue to GDP for which an increase in the ratios engenders inequality. Thus the distribution of oil rents and government expenditure is inconsistent with primary purposes of politicians to ameliorate income distribution. Also the results of WALS estimation rank openness and exchange rate as the most effective variables respectively with positive sign. Therefore economic liberalization moving along with oil revenue during the sample period، has been against the favor of lower income groups. According to aforementioned results، it is necessary to revise economic growth policies to the benefit of low-income groups of people. In addition، renovation of budgeting process and allocation of resources with aim to reduce rent-seeking opportunities and more privileges for low-income groups must be considered by policy makers.
