چکیده:
در بیشتر کشورهای جهان شکل غالب برای دسترسی همگانی به اطلاعات و خدمات الکترونیکی به ویژه در مناطق روستایی، ایجاد مراکز ارتباط از راه دور(1) یا مراکز فناوری اطلاعات است. در ایران نیز براساس طرح «تجهیز ده هزار مرکز فناوری اطلاعات و ارتباطات روستایی» مقرر شده است که در ده هزار روستای کشور مرکز فناوری اطلاعات ایجاد شود. اما با توجه به تجارب جهانی، برای اینکه این مراکز بتوانند در توسعه روستایی نقش داشته باشند، لازم است شرایط مختلف اجتماعی، اقتصادی، کالبدی و سیاسی در سطوح مختلف ملی، منطقه ای و محلی مورد توجه قرار گیرد و آمادگی لازم برای ایجاد این مراکز به وجود آید. در این مقاله، میزان آمادگی روستاهای استان خراسان رضوی برای ایجاد چنین مراکزی بررسی شده است.
در این مطالعه موردی، به منظور مشخص شدن وزن و اهمیت هر یک از عوامل موثر در ایجاد این مراکز، از نظر 20 نفر از کارشناسان استفاده شد. تعداد روستاهای نمونه استان خراسان رضوی نیز بر اساس فرمول کوکران 30 پارچه تعیین شد. نتایج حاصل از این بررسی نشان داد که شرایط اجتماعی، اقتصادی و کالبدی موجود در روستاهای مذکور با سطح استاندارد مورد نظر کارشناسان برای ایجاد مراکز فناوری اطلاعات فاصله معناداری دارد و در این میان صرفا شرایط طبیعی، که از نظر کارشناسان دارای پایین ترین سطح اهمیت است، در حد مطلوب قرار دارد.
In most countries، providing common access to electronic information and services for rural regions in particular، is dominantly achieved through establishing tele-centers or information technology (IT) centers. As stipulated within a national project called ”Equipping 10000 Rural ICT Centers” in Iran، there must be established one IT center in each one of 10000 villages of the country. However، given world experience، various social، economic، physical، and political conditions at different national، regional، and local levels are required to be considered، and necessary grounds to establish such centers are to be primarily made as well، should one expect them to contribute successfully to rural development. This article has sought such a ground in villages of Khorasan-e Razavi province، and drawn on views of 20 experts in order to determine weight of each influencing factor in establishing these centers. According to Cochran formula، 30 villages of the province were specified as samples.
As indicated by study results، there are significant gaps between existing social، economic، and physical conditions of the concerned villages and the experts، standards to stablish IT centers; and simply natural conditions are found to be at a desirable level، which are considered as the lowest weight criterion by the experts.
