چکیده:
موقعیت و شرایط هر پروژه پیاده راه سازی فرایند برنامه ریزی و طراحی شهری مختص به خود را می طلبد، اما وجود تفاوت های ساختاری کلان در فرایند پروژه هایی که از یک جنس هستند، چندان مطلوب به نظر نمی رسد. از این رو، هدف اصلی پژوهش حاضر، ارائه الگویی بهینه برای فرایند برنامه ریزی و طراحی شهری پروژه های پیاده راه سازی (شامل گام های فرایند و روشهای قابل استفاده در هر گام) در کشور است. روش تحقیق پژوهش، تطبیقی (مقایسه ای) است و از طریق آن تلاش شده است با شناخت، مقایسه و ارزیابی کیفی ابعاد و گام های مختلف فرآیند پیاده راه سازی نمونه های موردی داخلی و بین المللی، هدف اصلی تحقیق محقق شود. پروژه های موفق پیاده راه صف (سپهسالار) و خیابان درختی در ایران، خیابان بروارد در آمریکا و خیابان جرج در استرالیا، نمونه های موردی این تحقیق هستند. موقعیت مکانی، تنوع محل قرارگیری، بازه زمانی اجرای پروژه و دسترسی به فرایند جامع طراحی شهری ازجمله دلایل انتخاب این نمونه ها است. نتیجه حاصل از این پژوهش، تبیین فرایند برنامه ریزی و طراحی شهری پیاده محور در دو سطح چشم انداز سازی و عملیاتی سازی است. گام های اصلی فرایند پیشنهادی در مرحله چشم انداز سازی شامل تبیین چشم انداز یا هدف اولیه، مشخص کردن قلمرو مطالعات و تدوین راهبرد ها، شناخت، تحلیل و تدوین چشم انداز یا هدف نهایی است. در مرحله عملیاتی سازی گام های اصلی فرایند پیشنهادی عبارت اند از تدوین اهداف خرد، تبیین سیاست ها و اهداف عملیاتی، مشخص نمودن تشکیلات و مدیریت اجرا و مشارکت و ارائه دستور کار.
Change of a vehicular road in to a fully pedestrian may create traffic problem and conflicts in neighboring streets. One should understand that the whole circulation pattern should work together. Most of Iran’s internal projects are blind imitation of what has happened in west without proper realization of their urban planning and design process and their location and site analysis. It’s much better to realize the process and methodology of converting a street in to pedestrian than blindly make a decision for any such conversion. In this paper، various case studies such as: “Jorg” Street in Sidney، “Bervard” Street in Sharlot، “Saf” and “Derakhti” street in Tehran have been study to realize the proper methodology suitable for various terms and conditions. This will hopefully helps the urban planner and designers to work in accordance with the terms and conditions of various climate condition of Iran in order to improve pedestrian street projects. This is actually the objective aim of this research. Finally it is concluded that: the urban planning and design process of Pedestrian Street includes 2 major steps. The first is: formation of initial recognition and vision or goal; scope of studies and design; deep analyses; final vision or goal. The second major step is: formation of objectives; policies and action goals; development impact assessment and policies conforming; specification of implementation management، participation and urban design framework for various urban pedestrian streets.
