چکیده:
با آغاز تحولات جهان عرب از سال 2011، قطر تلاش نمود تا خود را به یک کنشگر مهم منطقهای معرفی کند. تمایل قطر جهت حضور در معادلات منطقهای در تقابل و تعارض با سیاستهای بازیگران سنتی نظیر ایران و عربستان سعودی قرار داشته است. در این مقاله سعی شده تا با پیوند بخشی از علوم انسانی یعنی علوم سیاسی و روابط بین الملل با ریاضیات، سیاست خارجی قطر در قبال رقبای منطقهای خود یعنی ایران و عربستان از طریق دادههای آماری و ریاضی تبیین گردد. به عبارتی هدف این مقاله تحلیل عملکرد تصمیم گیرندگان سیاست خارجی قطر و بهترین انتخاب ممکن آنها در محیط بازی خاورمیانه در مواجه با ایران و عربستان از طریق کاربست ریاضیات میباشد. سوال اصلی بر این مبنا قرار گرفته است که پس از تحولات «بهار عربی» در سال 2011 در ژئوپلتیک خاورمیانه و شمال آفریقا، با توجه به رقابت قطر با ایران و عربستان، این کنشگر کوچک منطقهای چه سیاستی را در قبال این کشورها اتخاذ نموده است؟ این مقاله با کاربست روش توصیفی- تحلیلی و در چارچوب رهیافت نظریه بازیها این فرضیه را مطرح میکند که قطر برای تاثیرگذاری در معادلات منطقهای و تقابل اجتناب ناپذیر با عربستان و ایران، سیاستهای متنوع و گوناگونی را اتخاذ کرد.
Since developments of the Arab world in 2011, Qatar has sought to introduce itself an important regional actor. Qatar's desire to engage in regional equations has contrasted with the policies of traditional actors such as Iran and Saudi Arabia. These paper tries to explain Qatar's foreign policy toward its regional rivals, Iran and Saudi Arabia, through statistical and mathematical data, by linking the humanities, political science and international relations with mathematics. In other words, the purpose of this paper is to analyze the performance of Qatari foreign policy decision-makers and their best possible choice in the Middle East game environment facing Iran and Saudi Arabia through use of mathematics. The main question is based on witch policy was adopted by these regional actors following the "Arab Spring" evolutions, considering Qatar's rivalry with Iran and Saudi Arabia? This article, by utilizing analytical-descriptive method and in the framework of the Game Theory, suggests that Qatar, in order to influence regional equilibrium and the inevitable confrontation with Saudi Arabia and Iran, has adopted a variety of policies.
