چکیده:
زمینه و هدف: منابع انسانی بهعنوان یک منبع راهبردی و مهمترین عنصر سازمانی محسوب میشود و تنها منبعی است که بهعنوان تصمیمگیرنده و اجراکننده عمل میکند.این پژوهش با هدف طراحی و برنامهریزی راهبرد توسعه مدیریت منابع انسانی تربیت بدنی ناجا با استفاده از روش کارت امتیازی متوازن (BSC) انجام شد.
روششناسی: پژوهش حاضر از لحاظ هدف، کاربردی و از لحاظ نحوه گردآوری اطلاعات جزء پژوهشهای آمیخته (کیفی- کمی) و از نظر ماهیت روش توصیفی-تحلیلی و به لحاظ اجرا از نوع میدانی است. ابزار گردآوری دادهها، در بخش کیفی، مصاحبه و در بخش کمّی، پرسشنامه محققساخته بر مبنای BSC است. جامعه آماری در بخش کیفی شامل خبرگان دانشگاهی و سازمانی و در بخش کمّی شامل کارمندان معاونت تربیت بدنی و آموزش ناجا و مدیران تربیت بدنی فرماندهی انتظامی استانهای کشور بود. حجم نمونه در بخش کیفی با اشباع نظری (20 نفر) و در بخش کمّی بر اساس فرمول کوکران 95 نفر برآورد شد. برای انتخاب نمونه در بخش کیفی از نمونهگیری هدفمند و در بخش کمّی از نمونهگیری تصادفی طبقهای استفاده شد. برای تجزیهوتحلیل دادهها از تحلیل عاملی تاییدی با استفاده از نرمافزار لیزرل و تحلیل BSC و آزمون t تک نمونهای استفاده شد.
یافتهها: از منظر مالی نتایج نشان داد که که چگونگی آشناسازی کارکنان تازه وارد با وظایف محوله بر کاهش هزینه های منابع انسانی موثر بوده است، از منظر مشتری نتایج حاکی از این بود که حقوق و مزایای پرداختی باعث شده است کارکنان در ارائه خدمت بهتر به مراجعین فعال تر باشند. از منظر فرآیندهای داخلی نتایج حاکی از این بود که افرادی که بر اساس لیاقت و شایستگی خود به پستهای بالاتر ارتقا یافته اند در انجام وظایف خود به نحو احسن فعالتر بودهاند و از منظر رشد و یادگیری نتایج نشان دادند که برنامهریزی برای شایستگی های منابع انسانی باعث ارتقا و رشد افراد در سازمان میشود.
نتیجهگیری: نتایج نشان داد که توجه به چهار حوزه کارت امتیازی متوازن در تربیت بدنی ناجا باعث برنامهریزی بهتر سازمان و خصوصا تربیت بدنی ناجا برای ارائه خدمات بهتر به کارکنان و تربیت بدنی فرماندهی انتظامی استانها میشود.
Background and Aim: Human resources is considered as a strategic resource and the most important organizational element and is the only resource that acts as a decision maker and executor. (BSC) was performed.
Methodology: The present research is applied in terms of purpose and in terms of how to collect information is part of mixed research (qualitative-quantitative) and in terms of the nature of the descriptive-analytical method and in terms of implementation is field. The data collection tool is in the qualitative part, interview and in the quantitative part, a researcher-made questionnaire based on BSC. The statistical population in the qualitative part included academic and organizational experts and in the quantitative part included the employees of the Deputy of Physical Education and Training of NAJA and the physical training managers of the disciplinary command of the provinces of the country. The sample size was estimated in the qualitative part with theoretical saturation (20 people) and in the quantitative part based on Cochran's formula 95 people. Purposeful sampling was used to select the sample in the qualitative part and stratified random sampling was used in the quantitative part. Confirmatory factor analysis using LISREL software and BSC analysis and one-sample t-test were used to analyze the data.
Findings: From a financial point of view, the results showed that how to familiarize new employees with the assigned tasks has been effective in reducing human resource costs. From a customer perspective, the results showed that salaries and benefits paid have made employees better serve Clients are more active. From the perspective of internal processes, the results showed that people who were promoted to higher positions based on their merits and competencies were more active in performing their duties, and from the perspective of growth and learning, the results showed that planning for human resource competencies Promotion and growth of people in the organization.
Conclusion: The results showed that paying attention to the four areas of balanced scorecard in NAJA physical training leads to better planning of the organization and especially NAJA physical training to provide better services to the staff and physical training of the provincial police command.
