چکیده:
پژوهش حاضر با هدف شناسایی تأثیر کیفیت دولت الکترونیک بر مشارکت عمومی با در نظر گرفتن نقش واسطهای اعتماد عمومی انجام پذیرفته است. در این پژوهش، از روش توصیفی و از نوع همبستگی استفاده شده است. جامعه آماری پژوهش حاضر شامل کلیه مراجعهکنندگان به دفاتر پلیس +10 شهر همدان میباشند که در فرآیند نمونهگیری با استفاده از جدول کرجسی و مورگان نمونهای برابر با 341 نفر به شیوه طبقهای نسبی انتخاب گردید. برای سنجش متغیرها از پرسشنامههای استاندارد اعتماد عمومی و کیفیت دولت الکترونیک و مشارکت عمومی نولحسنا و همکاران، 2017، استفاده شده است که برای تعیین روایی آنها از روایی محتوایی و همچنین برای بهدست آوردن پایایی آنها از ضریب آلفای کرونباخ بهره گرفته شده است که مقدار آن به ترتیب در پرسشنامههای مذکور 71/0و 70/0 محاسبه گردید. در این پژوهش، جهت آزمون فرضیهها، تجزیه و تحلیل دادهها با استفاده از روش کمترین مربعات جزئی(pls)، نرمافزار SmartPLS ، نرمافزار SPSS و Smart PLS2 استفاده شده است. یافتههای پژوهش حاکی از آن است که کیفیت سیستم، کیفیت اطلاعات و کیفیت خدمات بر اعتماد نهادی و اعتماد بین فردی در مراجعهکنندگان به دفاتر پلیس+10 شهر همدان مؤثر است، بهطوریکه 44 درصد از تغییرات اعتماد نهادی و 53 درصد از تغییرات اعتماد بین فردی توسط کیفیت سیستم تبیین میشود. همچنین 27 درصد از تغییرات اعتماد نهادی و 38 درصد از تغییرات اعتماد بین فردی توسط کیفیت اطلاعات تبیین میشود. بر اساس ضرایب بهدستآمده، 9 درصد از تغییرات اعتماد نهادی و 16 درصد از تغییرات اعتماد بین فردی توسط کیفیت خدمات تبیین میشود.
The e-government provides a mass movement to move towards higher quality, more efficient services, and better communication between the people and the government. This study examines the impact of e-government quality on public participation, taking into account the intermediate role of public trust. The research is descriptive and correlational. The statistical population of this research includes all the respondents to Hamedan Police +10 offices; a sample of 341 people was randomly selected in the sampling process using the Morgan table. To measure the variables, the questionnaire of general trust and the quality of e-government and public participation was carried out by Nulhusna et al., 2017. Data analysis was performed using SPSS and Smart PLS2 software and structural equation modeling. The findings of the research indicate that system quality, quality of information and quality of service affect institutional trust and interpersonal trust among those referring to Poles + 10 cities in Hamedan, where 44% of changes in institutional trust and 53% of interpersonal trust changes The quality of the system is explained. Also, 27% of changes in institutional trust and 38% of interpersonal trust changes are explained by the quality of information. Based on the obtained coefficients, 9% of the changes in institutional trust and 16% of interpersonal trust changes are explained by the quality of services. Serious trust, institutional trust and interpersonal trust are also effective in the intentions of continuous use and electronic advertising of the mouths of those who come to the police +10 cities of Hamadan. As 15% of the changes are intended to be used continuously and 21% of the changes in the electronic advertising of the mouths are explained by the nature of trust. Also, 5% of the changes are intended to be used continuously and 34% of changes in electronic advertising of the mouths are explained by institutional trust. 51% of the changes in the intention to use continuously and 44% of the changes in the electronic advertising of the mouths are also explained by interpersonal trust. Regarding the path coefficients, the quality of the system has the greatest impact on interpersonal trust. Therefore, it is suggested that special attention be paid to the fieldwork to improve the quality of systems used in e-government
