چکیده:
مقدمه و هدف پژوهش: فرایند سریع شهری شدن در جهان و به ویژه کشورهای در حال توسعه و نحوه مواجهه با جهانی شدن از مهمترین موضوعاتی است که شهرسازی ایران را با چالش جدی مواجه کرده است. این موضوع سبب شده برنامه ریزی شهری در ایران در ده های گذشته توان مواجهه با چالش های برخاسته از جهانی شدن را نداشته و به طور کامل تحت سیطرهی آن در آمده است. یکی از الگوهای رویارویی با این چالش، تعمیق بخشی به افزایش سرمایهاجتماعی در جامعه است، این پژوهش در پی آن ست که نقش برنامههای توسعه شهری را از منظر توجهبه مفهوم سرمایهی اجتماعی در مواجهه با جهانی شدن تبیین کند و اینکه آیا میتوان اثرات منفی جهانی شدن را در برنامههای شهری از طریق تقویت سرمایهی اجتماعی تعدیل کرد.
روش پژوهش: این تحقیق از نوع توصیفی ـ تحلیلی با رویکردی ترکیبی (کمّی و کیفی) است و واحد آن در بُعد کیفی بهره گیری از متخصصین و مدیران حوزهی برنامهریزی شهری در شهر تهران و در بعُد کمی با استفاده از فرمول کوکران، تعداد 356 نفر مورد سوال قرار گرفته اند. همچنین، سند پایه در این پژوهش آخرین طرح جامع تهران است.
یافتهها: پژوهش نشان میدهد که برنامههای شهری در مواجهه با دو نوع سرمایهاجتماعی «مقید ساز» و «پیوند دهنده»،بیشتر منجر به افزایش سرمایهی اجتماعی مقیدساز شده است. و با ایجاد گروههایی که این طرحها را در انحصار خود دارند اثرات منفی جهانی شدن مانند تشدید فردیت، تشدید شکاف طبقاتی و .. را تشدید کردهاند
نتیجه گیری:طرحهای شهری میتوانند با انتخاب رویکرد مشارکتی سرمایه اجتماعی پیوند دهنده را در سطوح مختلف تقویت نموده و پیامدهای منفی جهانی شدن را تضعیف کنند.
Introduction & Objective: The trend of rapid urbanization in the world, especially in developing countries and how to deal with globalization, is one of the most important issues in urban planning in Iran has faced a serious challenge. This issue has caused that in the past decades, urban planning in Iran has not been able to cope with the challenges of globalization and has become completely under its control. Deepening the increase of social capital in the society is one of the patterns of facing this challenge. This study seeks to explain the role of urban development programs in terms of considering the concept of social capital in the face of globalization and whether the negative effects of globalization can be by strengthening social capital in urban programs. Methods: This is a descriptive-analytical study with a combined approach (quantitative and qualitative) and its unit in the qualitative dimension is the use of experts and managers in the field of urban planning in Tehran and in the quantitative dimension using the Cochran's formula, 356 cases The main document in this research is the latest comprehensive plan of Tehran. Findings: This study shows that urban programs in the face of two types of "Bonding" and "Bridging" social capital, has led to an increase in restrictive social capital. And by creating groups that monopolize this plan, they have intensified the negative effects of globalization, such as the intensification of individuality, the intensification of the class divide, and so on. Conclusion: By choosing a participatory approach, urban projects can strengthen the Bridging social capital at different levels and weaken the negative consequences of globalization.
