چکیده:
نظام آموزشی و فعالیتهای اساسی که در آن شکل میگیرد یعنی آموزش منابع و سرمایههای انسانی، اساس توسعه پایدار بهحساب میآیند؛ بنابراین کمیت و کیفیت این آموزش نقش مهم و حیاتی در رفاه و سعادت ملتها بر عهده دارد. مهمترین وظیفه نظام آموزشی بر عهده مدارس است که واحدهای فنی این نظام هستند؛ زیرا کارهایی که مدیران باید انجام دهند و وظایفی که بر عهده آنها گذاشته میشود دارای تنوع و گوناگونی زیادی است. مدیران برای اینکه بتوانند در شرایط ویژه تصمیمات جدی را اتخاذ کنند، باید برخوردار از یک سری مهارت بهویژه مهارت سیاسی باشند. چون سیاست یک مسئله غیرقابلانکار در رابطه با کار مدیران است. پژوهش حاضر با روش روایتپژوهی با هدف بازنمایی تجارب مدیران از سیاستگذاری در مسیر بهبود کیفیت و با رویکرد تفسیری انجام شد. برای گردآوری دادهها از مصاحبه اپیزودیک استفاده شد. شرکتکنندگان تحقیق مدیران مدارس شهر سنندج و نمونهگیری به شکل هدفمند بود. بعد از انجام دادن مصاحبه با 15 نفر، دادهها بهصورت استقرایی و بر اساس تحلیل مضمونی دستهبندی و مورد تحلیل قرار گرفت. تحلیلها نشان داد که عوامل عمدهای در سیاستگذاریهای مدیران میتواند تأثیرگذار باشد. عوامل سیاسی، اجتماعی، اقتصادی، فرهنگی، انسانی، فنّاوری یا حرفهای و قانونی که هرکدام بهنوبهی خود میتواند بر فرآیند سیاستگذاری تأثیر بگذارد.

Accordingly, the quantity and quality of this education play a significant and decisive role in the welfare and prosperity of nations. The main task of the educational system is the responsibility of schools as technical units of the educational system. This is because the tasks that managers must do and the tasks that are the responsibility of managers are varied. Managers must have a number of skills, especially political skills, in order to be able to make serious decisions in certain situations. Because politics is an undeniable issue in relation to the work of managers. The present study was conducted with the method of narrative research with the aim of representing managers' experiences of policy-making in the direction of quality improvement and with an interpretive approach. Episodic interviews were used to collect data. Participants in the study were school principals in Sanandaj and sampling was purposeful. After interviewing 15 people, the data were categorized and analyzed inductively based on thematic analysis. Analyzes showed that major factors in the policies of managers can be influential. Political, social, economic, cultural, human, technological or professional and legal factors, each of which in turn can influence the policy-making process.
