چکیده:
افزایش جمعیت شهری و گسترش سطح انتظارات مردم، نیازمند خدمت رسانی مناسب شهرداری به شهروندان و بالتبع گسترش منابع مالی و درآمدی شهرداریهاست. تغییر شیوههای سنتی تأمین مالی و قطع کمکهای دولتی به شهرداری کلانشهرهای کشور بر اساس طرح خودکفایی شهرداریها و پس از آن اجرای سیاست تعدیل اقتصادی و کوچکسازی دولت در اوایل دهه 1370، منجر به رویآوری شهرداریها به درآمد حاصل از فروش مازاد تراکم گشت. شهرداری مشهد نیز با حضور سالانه حدود 27 میلیون نفر زائر در کنار جمعیت 5/3 میلیونی شهر برای خدمت رسانی، نیازمند تأمین مالی هزینههای ماهانه (جاری- عمرانی) چند صد میلیاردی شهر میباشد که بدان جهت، همچون دیگر کلانشهرهای ایران به درآمدهای ناپایداری نظیر فروش تراکم و عوارض ساختمانی وابسته است. هدف این پژوهش بررسی نظام تأمین منابع مالی شهرداری مشهد و اقتصاد سیاسی جدید ناشی از آن است. روش تحقیق توصیفی – تحلیلی است، دادههای نظام مالی و درآمدی با روش اسنادی و مؤلفههای اقتصاد سیاسی ناشی از آن با روش شبه دلفی (مصاحبه با خبرگان و نخبگان) تهیه شده و میزان اثرگذاری و شدت تاثیرپذیری با مدل دیمتل پردازش شده است. نتایج تحقیق نشانگر اتکا مالی شهرداری مشهد به درآمدهای ناپایدار ناشی از عوارض ساختمانی و زمین بخصوص فروش تراکم مازاد ساختمانی است. تحلیل اقتصاد سیاسی این پدیده نشانگر ایجاد اقتصاد سیاسی جدید مبتنی بر اعطای مجوزهای رانتی به زمینهای شهری بعنوان پایه اصلی درآمدی شهرداریهای کشور شده است، بگونهای که فروش مازاد تراکم را میتوان به مثابه توزیع رانت اقتصادی در نظر گرفت.

The research method is descriptive-analytical, the data of the financial and income system are prepared by the documentary method and the components of the resulting political economy are prepared by the Delphi-like method (interviews with experts and elites). Is. The results of the research show the financial reliance of Mashhad Municipality on unstable revenues due to construction and land tolls, especially the sale of excess construction density. Analysis of political economy This phenomenon indicates the creation of a new political economy based on granting rent permits to urban lands as the main income base of the country's municipalities, so that the sale of surplus density can be considered as the distribution of economic rents.
