چکیده:
یکی از ابعاد مهم برنامههای اصلاح مالیاتی در کشورهای مختلف جهان، اصلاح دستگاه وصول مالیات و به تبع آن مکانیزاسیون فرآیندهای مالیاتی است. در این ارتباط، میتوان به حوزههای مختلفی چون ثبتنام مودیان مالیاتی، دریافت و پردازش اظهارنامهها، حسابرسی، پرداخت مالیات، تبادل اطلاعات بین دستگاههای مختلف، مدیریت منابع مالی و انسانی، جمعآوری اطلاعات، مدیریت تمکین و غیره اشاره کرد که پتانسیلهای زیادی برای توسعه از طریق فناوری اطلاعات و ارتباطات دارند. نظام مالیاتی ایران در طول بیش از یک دهه اخیر شاهد اصلاحات عمدهای در سیاستها و مدیریت مالیاتی بوده است. با وجود این پیشرفتها، هنوز شاهد پراکندگی و تعدد سیستمهای مختلف کامپیوتری در سازمان امور مالیاتی هستیم. عدم وجود یکپارچگی در مدیریت سیستمها، نبود مراکز داده، ضعف در مدیریت جریان اطلاعات، عدم ارتباط با پایگاه اطلاعاتی سایر دستگاهها، مدیریت جزیرهای سیستمها و غیره از اهم مشکلات سازمان امور مالیاتی در مدیریت مالیاتی باشد. در این مقاله پس از مرور کلی ادبیات موضوع و تجارب جهانی، از نظرات خبرگان مالیاتی، جهت شناسایی چالشها و مشکلات نظام مالیاتی ایران با تاکید بر توسعه کاربردهای فناوری اطلاعات و ارتباطات در مدیریت مالیاتی، بهره گرفته شده است و در این میان صنعت گردشگری مورد توجه ویژه قرار گرفته است. در فرآیند آسیب شناسی نظام مالیاتی، از رویکرد سیستمی جهت شناسایی چالشها و مشکلات مزبور در سه بخش ورودیهای سیستم، خروجیهای آن و در نهایت تبدیل فرآیندهای سیستم مالیاتی کشور، استفاده شده است. در گام بعدی با بهرهگیری از نظرات خبرگان، 29گزینه یا مولفه اصلاح در بخشهای مختلف دستگاه مالیاتی شناسایی و با استفاده از رویکرد مدلسازی ساختاری تفسیری (ISM)، نسبت به تعیین اولویتهای اصلاح اقدام شد. بر اساس نتایج تحقیق، برنامه اصلاح نظام مالیاتی ایران در این بخش در 6 سطح که با یکدیگر ارتباطات پسین و پیشین دارند، طبقه بندی شده است.
One of the important aspects of tax reform programs in different countries of the world is the reform of the tax collection system and consequently the mechanization of tax processes. In this regard, we can mention various areas such as registration of taxpayers, receipt and processing of declarations, auditing, tax payment, exchange of information between different agencies, financial and human resource management, data collection, compliance management, etc., which have great potential for development. Through information and communication technology. Iran's tax system has witnessed major reforms in tax policy and management over the past decade. Despite these advances, we are still witnessing the fragmentation and multiplicity of different computer systems in the tax administration. Lack of integration in systems management, lack of data centers, weakness in information flow management, lack of connection to the database of other devices, island management of systems, etc. are among the most important problems of the tax administration in tax management. In this article, after reviewing the literature and global experiences, the opinions of tax experts have been used to identify the challenges and problems of the Iranian tax system with emphasis on the development of information and communication technology applications in tax management. Special attention is paid. In the pathology process of the tax system, a systemic approach has been used to identify the challenges and problems in the three parts of system inputs, outputs and finally the transformation of the country's tax system processes. In the next step, using the opinions of experts, 29 reform options or components were identified in different parts of the tax system and using the interpretive structural modeling (ISM) approach, the reform priorities were determined. Based on the results of the research, the tax reform program of Iran in this section is classified into 6 levels that have back and forth relations with each other.
