چکیده:
بیش از چهار دهه از سیاستهای جایگزینی واردات به عنوان راهبرد بازرگانی خارجی در ایران سپری شده است. این راهبرد اگرچه در آغاز، مقیاسهایی از صنعتی شدن را در کشور پدید آورد، اما به دلیل تاخیر در اجرا، فقدان سیاستگذاری اقتصادی با رویکردهای تکاملی و نیز تغییر جهت نیافتن به سوی سیاستهای برونگرایی، نتوانسته توسعه صنعتی و تجاری قابل قبولی در کشور ایجاد نماید. در این زمینه، به نظر می رسد شهرهای آزاد اقتصادی و تجاری ایران از الزامات فضایی که پیش شرط کسب سود و ارزش افزوده به شمار می رود، محروم است و این مسأله میتواند به ناتوانی و ناکارآمدی فزاینده در شهرهای آزاد تجاری-صنعتی منتهی شود. با توجه به اهمیت فزاینده مناطق آزاد تجاری-صنعتی در فرایندهای اقتصاد سیاسی ایران، تحقیق حاضر با روش توصیفی-تحلیلی به سنجش کارکردهای مناطق آزاد تجاری-صنعتی جنوب و جنوب شرق ایران (شامل کیش، قشم و چابهار) پرداخته و میزان همراستایی و انطباق این مناطق با نظام تولید جهانی را بررسی کرده است. نتایج نشان می دهد که منطق حاکم بر مناطق آزاد تجاری-صنعتی ایران با منطق تولید در عرصه جهانی شدن منطبق نیست؛ چراکه تولید در آینده باز جهانی به شدت وابسته به تکنولوژی است. از این رو و با توجه به فرایندهای اقتصادی و سیاسی 20 ساله طی شده در این مناطق، بهنظر میرسد دستکم در افق زمانی 2025، این مناطق در محرومیت نسبی ناشی از نابرخورداری از رویه ها و دستاوردهای تولید تکنولوژیک محور، باقی بماند.
It has been four decades since import substitution policies became a foreign trade strategy in Iran. Although this strategy initially created scales of industrialization in the country, but due to delays in implementation, lack of economic policy with evolutionary approaches and not shifting to extroversion policies, could not create acceptable industrial and commercial development in the country. In this regard, it seems that Iran's free economic and commercial cities are deprived of the space requirements that are a precondition for gaining profit and added value, and this can lead to increasing inefficiency and inefficiency in free trade-industrial cities. Considering the increasing importance of free trade-industrial zones in the processes of Iran's political economy, the present study uses a descriptive-analytical method to measure the functions of free trade-industrial zones in southern and southeastern Iran (including Kish, Qeshm and Chabahar) and the degree of alignment and compliance. It has explored these areas with the global production system. The results show that the logic governing the free trade-industrial zones of Iran is not consistent with the logic of production in the field of globalization; because global open future production is highly dependent on technology. Therefore, given the 20-year economic and political processes that have taken place in these areas, it seems that at least in the horizon of 2025, these areas will remain in relative deprivation due to lack of technological production-oriented procedures and achievements.
