چکیده:
هدف این پژوهش، بررسی تأثیر نظامهای اداری بر فرآیند توسعه سیاسی در ایران و کشورهای آسیایی (ایران، ترکیه و کره جنوبی) است. وجه مشترک این کشورها مدرنیزاسیون (نوسازی) اقتدارگرایانه بود. در فرآیند توسعه سیاسی عوامل گوناگونی نقشآفرینی میکنند؛ ازجمله نظامهای اداری که بر بستری از سیستمهای سیاسی قرار دارند. بوروکراسی دولتی کارآمد، توان و ظرفیت دولتها برای قدم گذاشتن در مسیر توسعه را تسهیل میکند. در این پژوهش، از روششناسی توصیفی- پیمایشی و مطالعات تطبیقی استفاده شد. ابزار جمعآوری اطلاعات پرسشنامه محققساخته بود و حجم نمونه برای این کار 30 نفر تعیین شد. روایی آن را خبرگان تأیید و بهمنظور تأیید پایایی از آزمون آلفای کرونباخ استفاده شد. تجزیه و تحلیل اطلاعات با استفاده از مدل-سازی معادلات ساختاری و نرمافزار Smart PLS انجام شد. یافتههای پژوهش نشان داد که کشورها بر مبنای توانایی تبدیل قابلیتهای نظامهای اداری خود به ظرفیتهای سیاسی میتوانند توسعه پیدا کنند. کشورهایی به توسعه دست پیدا میکنند که بتوانند ثبات، مشارکت و پاسخگویی نظام سیاسی خود را افزایش دهند و نظام اداری کارآمد، مقتدر و مشروعی را بنا کنند. نتایج پژوهش نشان داد کشور کره جنوبی موقعیّت بهتری نسبت به دیگر کشورهای آسیایی مورد پژوهش دارد.
The purpose of this study is to investigate the effect of administrative systems on the process of political development in Iran and Asian countries i.e. Iran, Turkey, and South Korea. The common feature of these countries was authoritarian modernization. In the process of political development, various factors play role; Including administrative systems that are based on political systems. An efficient administrative bureaucracy facilitates the ability and capacity of governments to step on the path of development. In this research, descriptive-survey methodology and comparative studies were used. The data collection tool was a questionnaire and the sample size was 30 people. Its validity was confirmed by experts and Cronbach's alpha test was used to confirm its reliability. Data analysis was performed using structural equation modeling and Smart PLS software. The research findings showed that countries can develop based on the ability to turn the capabilities of their administrative systems into political capacities. Countries could be able to develop that can increase the stability, participation and accountability of their political system and build an efficient, powerful and legitimate administrative system. The results showed that South Korea is in a better position than other Asian countries in the study.
