چکیده:
هدف: ارائة الگویی برای ارزشیابی و امحاء اوراق، بر اساس آییننامهها و دستورالعملهای موجود. روش/ رویکرد پژوهش: روش پژوهش، کیفی با رویکرد نظریه دادهبنیاد است. سه مرکز آرشیوی ایرانشامل آرشیو ملی ایران، مرکز اسناد مجلس شورای اسلامی، و مرکز اسناد آستان قدس و آرشیو ملی آمریکا، استرالیا، کانادا، انگلیس، هلند، مالزی و نیوزیلند انتخاب شدند. آییننامهها و دستورالعملها، قوانین و سیاستهای ارزشیابی و امحاء اسناد در این مراکز تحلیل و مقایسه شد . یافتهها و نتیجهگیری: شش مقولة مؤثر بر تدوین مؤلفههای آییننامههای ارزشیابی اسناد شناسایی شد: انتخاب اسناد؛ ارزش؛ اصول کلی در ارزشیابی؛ امحای اوراق؛ اهداف ارزشیابی اسناد و امحای اوراق؛ و وظایف بخش ارزشیابی اسناد. زیرمقولههای هر یک از این موارد شناسایی و تشریح و الگویی برای ارزشیابی اسناد ارائه شده است. در آخر پیشنهاداتی به مراکز آرشیوی داخل کشور شده است؛ از جمله: تدوین آییننامة ارزشیابی اسناد؛ دقت در انتخاب ارزشیابی کنندگان، دقت در حفاظت از اسناد در فرآیند ارزشیابی و امحاء، و تشکیل کارگروههای رسمی برای ارزشیابی و امحاء.
Purpose: This paper reports the results of a comparative study of the records appraisal procedures of three Iranian archives - namely the National Archives of Iran, Astan-e Qods-e Razavi, and the Document Center of the Iranian Parliament - with those of seven foreign national archives. Foreign national archives include the National Archives of the United States, Australia, Canada, United Kingdom, Netherlands, Malaysia and New Zealand. Method and Research Design: Data was gathered and analyzed from the records appraisal guides of the above archival centers. Findings and Conclusion: Six common categories were identified in all of the archival centers for appraisal. A Paradigmatic Model was drawn to illustrate the relationship between the identified components. By identifying the most important components of record appraisal, the findings of the present study can help archival centers and governmental organizations to develop or improve appraisal regulations and policies. The Paradigmatic Model based on important appraisal components shows the present conditions to policy makers, specialists and researchers in order to identify the issues involved.
