چکیده:
حقوق شهروندی به عنوان سند اصلی تنظیم روابط بین ملت و حکومت درواقع آمیخته ای است از وظایف و مسئولیت های شهروندان در قبال یکدیگر، شهر و دولت یا قوای حاکم مملکت و همچنین حقوق و امتیازاتی که وظیفۀ تأمین آن حقوق برعهدة مدیران شهری، دولت یا به طورکلی قوای حاکم می باشد مقاله حاضر به حقوق شهروندی ازنظر قانون اساسی و نظام حقوقی حاضر در ایران و قانون اساسی مشروطه می پردازد تا دگرگونی و تحولات حقوق شهروندی را در نظام حقوقی ایران و به طور خاص در قانون اساسی از گذشته تا حال به نمایش بگذارد و خط بطلانی بر اندیشه ای که حقوق شهروندی را یک پدیدة نو و نشأت گرفته از فرهنگ غرب می داند، بکشیم. به همین منظور با مطالعه در آثار حقوقی و همچنین رجوع به منابع معتبر و قوانین بین المللی، اصول اساسی حقوق شهروندی استخراج و به آن ها پرداخته شده است که این اصول اساسی عبارت اند از: مساوات و برابری، امنیت، آزادی های اساسی، حق دادخواهی، حق آموزش وپرورش وحق برخورداری از تأمین اجتماعی. به عقیده نگارنده حقوق شهروندی بسیار کامل و جامع می باشد وهرچند که قانون اساسی کشور ایران در این زمینه نسبت به گذشته و قانون اساسی مشروطه پیشرفت های بسیار فراوانی نموده است لیکن آنچه در حال حاضر در حقوق موضوعه و قوانین کشور ایران به عنوان حقوق شهروندی مطرح است، هنوز جای پیشرفت فراوانی دارد و امید است که اثر حاضر مقدمه ای در جهت پیشرفت تحقیقات مطروحه در این زمینه باشد.

According to the author, citizenship rights are very complete and comprehensive, and although the Iranian constitution has made great progress in this regard compared to the past and the constitutional constitution, but what is currently considered in Iranian law and laws as citizenship rights There is still much room for improvement and it is hoped that the present work will be a prelude to further research in this area.
