چکیده:
نظرا لأن المعلم يعد المحور المؤثر ك العملية التعليميةء ويقع عليه العبء الأكبر نجاحها وتحقيق أهدافها. لذا فإن الاهتمام بإعداده إعدادا جيدا خلال مرحلة دراسته سينعكس على أدائه المهني وسيمكنه من تحقيق الجودة التعليم العام. لذلك تحاول هذه الورقة أن تلقي الضوء على أهمية عمليات الاعتماد الأكاديمي لمؤسسات إعداد المعلم» ومساهمتها تحقيق الجودة فی التعليم العام من خلال خريج هذه المؤسسات وهو المعلم وك مجال عمله ك مدارس التعليم العام. وقد تناولت الورقة الموضوع من خلال خمسة محاور شملت: مفهوم الجودةء وأهميتها وفوائدهاء وظهور الاعتماد الأكاديمي كنظام لضمان الجودةء ومقومات الاعتماد الأكاديمي ومهامهء ومستويات الاعتماد الأكاديمي وأنواعهء ونماذج لمعايير منظمات مهنية لاعتماد مؤسسات إعداد المعلم: والاعتماد الأكاديمي كوسيلة للتطوير المستمر وضمان لتحقيق الجودة. وأوضحت الورقة أن حتى تكون المؤسسة التعليمية جديرة للتقدم للحصول على الاعتماد الأكاديمي يشترط فيها أن تتوفر لديها المقومات الأساسية لذلك والتي تشمل: وجود رسالة مؤسسية مناسبة لمستواها كمؤسسة تعليمةء وآن تكون لديها أهداف تعليمية تتفق مع رسالتهاء و امتلاك مصادر وموارد مناسبة لتحقيق الرسالة والأهداف التعليمية› ووجود نظام لتوثيق أعمال الطلبة المرتبطة بالأهداف التعليميةء ودلائل على أن المؤسسة تحقق أهدافها›ء ووجود ضمانات تؤكد مقدرتها على إمكانية إستمرارها 2 تحقيق رسالتها وأهدافها. وأختتمت الورقة بعرض نماذج لمعايير منظمتين مهنيتين لاعتماد مؤسسات إعداد المعلم؛ء وهما المجلس الوطني لاعتماد برامج إعداد المعلم NCATE( ومجلس اعتماد برامج إعداد المعلم(TE۸C). ثم عرض لبعض ضمانات تحقيق الاعتماد الأكاديمي للجودة ك التعليم» والتي شملت: محورية تعلم الطلبة فی أنشطة الاعتماد الأكاديميء وتوثيق تعلم الطلبةء والذي يمكن أن يتم ذلك من خلال وضع مخرجات تعلم واضحة تحدد المحتوى ومستوى التحصيلء وجمع الأدلة على تحقيق الأهداف باستخدام أدوات تقييم مناسبة:› وإصدار حكم إجمالي حول معنى الأدلة وفائدتها.
As teacher represents the effective factor in education process, and based on his efforts
education could accomplish successful. Therefore it is very important to make sure that the
preparation process of teacher should meet the necessary requirements for good teaching.
This paper dealt with accreditation for teacher preparation institutions as a means for
assuring quality in public education institutions. The paper discussed the subjects from five
main points included: definition of quality and its importance and usefulness, accreditation
as a system for quality assurance, accreditation requirements and functions, levels and
kinds of accreditation, accreditation standards of two famous accrediting organizations, and
accreditation as a means for continuous improvement and quality assurance. Accreditation
process based on four principles guide: Improvement is a continuous process in which each
step helps define the next one and moves it forward, the accreditation process must be
inquiry driven, starting from the faculty’s questions about the program’s mission and
results, the accreditation process includes evidence from academic audits that examine the
trustworthiness of the evidence that student learning meets high expectations and that the
program follows processes that produce quality, the process is intended to be frugal, not
burdening the program and institution with unnecessary activities, throughout all stages of
the accreditation process, program faculty maintain open and frequent communication on
all relevant matters. The National Council for Accreditation of Teacher Education
(NCATE) has six Standards included: 1: Candidate Knowledge, Skills, and Dispositions, 2:
Assessment System and Unit Evaluation, 3: Field Experiences and Clinical Practice, 4:
Diversity, 5: Faculty Qualifications, Performance, and Development, 6: Unit Governance
and Resources. While Teacher Education Accreditation Council (TEAC) has four quality
principles included: 1) Evidence of Candidate Learning, 2) Valid assessment of leader
learning, 3) Institutional learning, 4) Standards of capacity for program quality. The
standards components consisted of: Curriculum, Faculty, Facilities, equipment, and
supplies, Fiscal and administrative, Student support services, Recruiting and admissions
practices, academic calendars, catalogs, publications, and Student feedback.
