چکیده:
أصبح الإرهاب الدولی ظاهرة تمس الطبیعة الإنسانیة والأمن السیاسی والاقتصادی لکثیر من دول العالم المتضررة وبالأخص الدول العربیة. فالإرهاب ینسب دائماً إلی الآخرین حتی أصبحت عبارة الإرهاب عبارة نمونجیة تتردد دائماً فی الإعلام السیاسی الدعائی. ومن خلال هذه المقالة بیا کیف عمدت أجهزة الإعلام مؤخرا إلی استغلال الإرهابی بنسبة مایستغلها هوء فأصبحت هذه الأجهزة تکتفی بتشر أخبار العملیات الإرهابیة دون أن تتحدث عن القضیة التی من أجلها یقوم الإرهابی بعملیاته. وبذلک یستطیع الإرهابی أن یستقطب الاهتمام ولکنه یعجز عن توصیل رسالته إلی الرأی العام. کما تم توضیح مستویات استخدام الإعلام والدعایة فی النظم السیاسیة الإرهابیة علی المستوی الداخلی والخارجی» وأبعاد استخدام الإعلام فی النظم السیاسیة الإرهابیةء سواءً ما یتعلق بالبعد الاجتماعی والبعد الاقتصادی والبعد السیاسی والبعد العسکری. إضافة لذلک عرضنا وسائل الإعلام التی تستخدمها الأنظمة الإرهابیةء کالمقروءة والمسموعة والمرئیة. والتی تهدف من خلالها الأنظمة الإرهابیة إلی کسب المؤیدین واحتواء المعارضین» وهدم القیمء والتضلیل والخدع. وذلک من خلال مجموعة من المراحل تمر بها العملیة الإعلامیةء حیث تبداً باستتفار الرأی العام ومن ثم استدراج الدولة المعنیةء وفرض سیاج عال حول موقع الحدث وحصر إمکانیة المعرفة بالصوت والکلمةء وأخیراً إغراق الرأی العام بسیل من المعلومات لتبریر استعداء الدولة المعنیة. وخلصنا بالنهایة إلی شرح واقع الإعلام العربی ومقومات نجاح العملیة الإعلامیة.
International terrorism has become a phenomenon threatening humanity as well as
the political and economic security of countries affected by it, particularly the Arab
countries. International terrorism is a phrase so many times repeated to the extend that
it has become a stereotype, always used in political propaganda.
This study explains how the media exploits the terrorist in the same way he
exploits it. The media confines itself to reporting acts of terrorism, ignoring the case for
which the terrorist has committed them. Thus, the terrorist can attract attention, but he
fails to get his message understood by the general public.
Moreover, the study shows the extent to which political terrorist regimes employ
information and propaganda, both internally and externally, and the implications of that
employment socially, economically, politically and militarily. In the process, the paper
points out how terrorist regimes use all types of media, including newspapers, radio,
and television to gain supporters, contain opponents, deceive, blackmail, defame, and
justify aggressive political practices. Besides, the paper explains how all that is done
through different phases of the information process: it starts with alerting the public,
followed by trapping a particular country, monopolizing the sources of information
about the incident, and flooding the public with information that turns a particular
country into an enemy. Finally, the paper explains the status of Arab media and the
factors leading to the success of the information process.
