Mu'awiyah was determined to establish and strengthen the Umayyad rule, relying on a strong army to defeat all opponents. Therefore, in the cities that had a negative attitude towards his government, he tried to incite them against the government by adopting provocative policies and cause their destruction. Since the civilians, including the supporters of the Sheikhs and the Shiites, were in opposition to the Umayyad rule, this policy was also applied in this city. Leading research tries to describe and analyze the behavior of the people of Medina in the face of Mu'awiyah's policies in this city through a library method and answer the reasons for its occurrence. The findings show that he did not take practical action against Mu'awiyah in order to be aware of Mu'awiyah's conspiracy, and he endured religious, political, social and economic pressures. Of course, during this period, a kind of political and social agreement emerged between the intellectual and social groups of Medina in the face of the Umayyad rule, which was a negative confrontation with the ruling system. Also, they always protested against his rule in the form of a debate or a letter, and did not accept Yazid's governorship except with the obvious threat of Mu'awiyah.
