چکیده:
زمینه و هدف: نقطه آغاز حسابرسی عملیاتی، چرایی انجام رویداد مالی و احتمال انجام دادن رویدادی بهتر از رویداد حاضر در خصوص حصول اطمینان از رضایتبخش بودن عملکرد مدیریت است. پژوهش حاضر باهدف ارائه الگویی برای حسابرسی عملکرد مدیریت با استفاده از رویکرد ترکیبی ۳۶۰ درجه و مدل منطقی برنامه شکل گرفت. روششناسی: روش توسعهای-کاربردی با ماهیت اکتشافی است. جامعه آماری بخش کیفی پژوهش خبرگان و صاحبنظران حوزه حسابرسی عملکرد مدیریت بودند که بهصورت هدفمند و بر اساس تکنیک گلوله برفی انتخاب شدند و بر اساس قاعده اشباع نظری و بهمنظور جمعآوری دادههای موردنیاز، 15 مصاحبه عمیق و نیمه ساختاریافته با آنها صورت گرفت. یافتهها: دادههای حاصل از مصاحبهها با بهکارگیری تکنیک تحلیل محتوا مورد تجزیهوتحلیل قرار گرفتند. درنهایت 28 مقوله فرعی و 8 مقوله اصلی شناسایی شد. در مرحله دوم، با استناد به معادلات ساختاری در محیط نرمافزاری لیزرل و با در نظر گرفتن 101 نفر از کارکنان ادارات منتخب دولتی استان سیستان و بلوچستان، به سنجش برازش مدل پژوهش پرداخته شد و درنهایت مدل ارائهشده مورد تأیید قرار گرفت. نتیجه: الگوی ارائهشده در پژوهش حاضر برای بخش عمومی ایران چارچوبی است که بنیانهای موردنیاز برای حسابرسی عملکرد اثربخش و حرفهای در بخش عمومی را شناسایی خواهد نمود. این مدل یک مسیر تکاملی را برای کلیه نهادها و سازمانهای بخش عمومی توصیف خواهد نمود که به دنبال توسعه حسابرسی عملکرد اثربخش جهت برآوردن نیازهای راهبری سازمان است.
Background and Aim: The starting point of an operational audit is why the financial event is done and the possibility of doing a better event than the current one regarding ensuring the satisfactory performance of the management. The current research was designed to provide a model for auditing management performance using a 360-degree hybrid approach and a logical model of the program. Methodology: It is a developmental-applied method with an exploratory nature. The statistical population of the qualitative part of the research was experts and experts in the field of management performance audit, who were selected purposefully and based on the snowball technique, and based on the rule of theoretical saturation and to collect the required data, 15 in-depth and semi-structured interviews were conducted with them. Results: The data from the interviews were analyzed using the content analysis technique. Finally, 28 subcategories and 8 main categories were identified. In the second stage, based on the structural equations in the Lisrel software environment and considering 101 employees of selected government departments of Sistan and Baluchistan province, the fit of the research model was assessed and finally, the presented model was approved. Conclusion: The model presented in the current research for the public sector of Iran is a framework that will identify the foundations required for auditing effective and professional performance in the public sector. This model will describe an evolutionary path for all institutions and organizations of the public sector that seeks to develop effective performance auditing to meet the management needs of the organization.
