The 1919 agreement between Iran and Britain, signed during the reign of Ahmad
Shah Qajar and in the cabinet of Ahmad Vosough al-Dawla, is an important
turning point in the new era of contemporary Iranian history. After the end of
World War I and the Russian Revolution, Britain was the only undisputed foreign
power in the Middle East. Thinking of a new Middle East project, he set out to
prevent the infiltration of Bolshevism and the preservation of India's borders by
establishing Arab states from the shores of the Mediterranean Sea to the Pamir
Plateau. Thus, by secretly signing the 1919 agreement with the Iranian government
and representatives of the landlords from influential and aristocratic families, Iran
sought a way for Iran to be run by the Iranians themselves and with their budgets
under the supervision of British advisers. Concerned about protecting India's
borders, Karzen said the only way to save Iran was to build a strong government in
Iran to protect their interests after the withdrawal of British forces. The deal was
met with strong internal and external reactions. And it created modernity and
eventually led to international opposition and was eventually abolished.
