چکیده:
در سالهای اخیر، تهیه برنامه توسعه محله برای محلههای مختلف شهر تهران که دارای بافت فرسوده هستند، مورد توجه مدیریت شهری قرار گرفته است. البته این امر به مرور و با تغییراتی جزئی بعد از تهران در بسیاری از شهرهای دیگر نیز مورد توجه قرار گرفت. در حال حاضر با مشخص شدن ابعاد مختلف تهیه این برنامهها و نقشی که آنها میتوانند در جلب مشارکت و افزایش رضایتمندی شهروندان داشته باشند، تهیه این برنامهها برای تمامی محلههای شهر تهران در دستور کار قرار گرفته است. این اسناد در واقع بخشی از برنامهریزی راهبردی با رویکرد مشارکتی و پایین به بالا است. با توجه به گذشت چندین سال از شروع تهیه این اسناد و ایجاد بسترهای قانونی لازم و دستورالعملهای اجرایی نحوه تهیه و پایش برنامهها، در این پژوهش به بررسی چالشهای تحقق برنامه توسعه محله امامزاده قاسم به عنوان یک نمونه پرداخته شده است. نتیجه مطالعات نشان میدهد این برنامه با وجود نکات مثبت در زمینه نحوه تهیه برنامه و جلب مشارکت همچنان در برخی موارد دچار نقصهایی است که تحققپذیری طرح را تحتالشعاع قرار میدهد. در این مقاله چالشها در دو بعد محتوایی (بیشتر ناظر بر شرایط زمینهای تهیه سند) و رویهای (بیشتر ناظر بر روندهای طی شده در تهیه، اجرا و پایش سند) دستهبندی شدهاند.
In recent years, the city management has considered the neighborhood development plans of Tehran mostly on deprived neighborhoods. Of course, after Tehran, this was gradually considered in many other cities with minor changes. Currently, with the identification of different dimensions of these plans and the role they play in attracting participation and increasing citizen satisfaction, the preparation of these plans for all neighborhoods in Tehran is on the agenda. These documents are in fact part of strategic planning with a participatory and bottom-up approach. Considering several years since the beginning of preparing these documents and creating the necessary legal bases and executive instructions on how to prepare and monitor plans, the challenges of implementing the development plan of Imamzadeh Ghasem neighborhood have been studied as an example in this research. The results show that this plan, despite the positive points in the way of preparing the program and attracting participation, still suffers from shortcomings that overshadow the feasibility of the project. In this article, these challenges are divided into two content aspects (mostly related to the background conditions of document preparation) and procedure aspects (mostly related to the processes followed in document preparation, implementation and monitoring).
