چکیده:
فدراسیون روسیه بهعنوان یکی از قدرتهای بزرگ عصر حاضر، در موقعیتهای مختلف نشانداده است که حضور فعال در مناطق راهبردی جهان، مخصوصاً خلیجفارس و کشورهای حاشیه آن را برای خود یک امر حیاتی تلقی میکند. خواستههای فدراسیون روسیه در قبال منطقه خلیجفارس، برمبنای سه اصل شکلگرفته است: «تأمین امنیت کشورهای جنوب روسیه، جذب متحدان منطقهای و مقابله بانفوذ ایالاتمتحده آمریکا در منطقه». کشورهای حاشیة خلیجفارس، هرگز نتوانستهاند یکنهاد منطقهای فراگیر را به وجود بیاورند که هم شامل تمام کشورهای اطراف خلیجفارس باشد و هم بتواند تعامل این کشورها را با قدرتهای بزرگ و کشورهای خارج از این ناحیه، هماهنگ نماید. از طرفی برخی از کشورهای منطقه، همچون امارات و عربستان، میدانند که تنها در سایه حمایت خارجی میتوانند اهداف خود را در زمینههای مختلف اقتصادی، سیاسی، نظامی و امنیتی، محقق نمایند. یک قدرت بزرگ اگر بخواهد در رقابتهای بینالمللی از قدرتهای دیگر عقبنماند، باید جایگاهی محکم در مناطق ژئوپلیتیک دنیا داشته باشد؛ خلیجفارس نیز بهعنوان یک منطقه منحصربهفرد در زمینه تجارت انرژی و امنیت جنوب غرب آسیا، از دیرباز عرصه رویارویی قدرتهای بزرگ و ابرقدرتها بوده است؛ در شرایط فعلی نیز باوجود آنکه ایالاتمتحده آمریکا، بیشترین و ملموسترین حضور را در این منطقه دارد، اما روسیه نیز طی دهههای اخیر از هر فرصتی استفاده کرده تا نفوذ خود را در این ناحیه احیا نمایند.

The peripheral countries of the Persian Gulf have never been able to create a comprehensive regional organization that includes all the countries around the Persian Gulf and can coordinate the interaction of these countries with the great powers and countries outside this region. On the other hand, some countries in the region, such as the UAE and Saudi Arabia, know that they can achieve their goals in various economic, political, military and security fields only under the shadow of foreign support. If a great power wants to keep up with other powers in international competition, it must have a strong position in the geopolitical regions of the world; The Persian Gulf, as a unique region in the field of energy trade and security in Southwest Asia, has long been the arena of confrontation between great powers and superpowers; In the current situation, despite the fact that the United States of America has the largest and most tangible presence in this region, Russia has also used every opportunity in recent decades to revive its influence in this region.
