چکیده:
يدف هذا البحث الى بيان سياسة الكويت الامنية بعد ان تم لها الاستقلال عن بريطانيا وذلك بألغاء اتفاقية سنة ۱۸۹۹ الموقعة بين شيخ الكويت مبارك الصباح”' وبريطانيا حيث اعترفت الاخيرة بأستقلال الكويت سنة 1961، وقد رافق ذلك زيادة في المسؤولية الملقاة على عاتق الحكومة الكويتية تجاه مواطنمها والمقيمين على ارضها في حفظ الامن واستتبابه داخلياً وخارجياًء و تطلب هذا الامر من الكويت بناء مؤسساتها واستكمال تشكيلاتها الامنية من جيش وشرطة وحرس وطني ومحكمة امن الدولة ء وقد خلص البحث الى انه بالرغم من ان الكویت كانت قد خطت بأتجاه بناء مؤسساتها الامنية قبل الاستقلال الا ان ذلك كان بوتيرة بطيئة ولم تكن بالشكل المطلوب حتى حدثت تفجيرات وخروقات امنية عدة داخل الكويت . اثبتت هذه الخروقات ضبرورة استحداث اجهزتا الامنية واستكمال اقرار القوانين الخاصة بهذا الشأن كما اصبح من اللازم اجراء عدة تعديلات على بعض القوانين منا قانون الجزاء وقانون اقامة الاجانب بما يتناسب ومتطلبات المرحلة .
This research aims to demonstrate Kuwait's security policy after its independence from the UK by determinating the 1899 treaty signed by the Sheikh of Kuwait and the U.K. The latter recognised Kuwait as an independent state in 1961. That leads to an increase of the responsibility of the Kuwaiti government to maintain the security of its citizens and residents. Being an independent state, Kuwait has to rebuild its institutions and complete its security formations which include: the army, the police, the national guard, and the state security court. This research concludes that although Kuwait had gone towards building its security institutions before its independence, it was slow and not as required which is reflected in several explosions and security breaches inside Kuwait. These violations have demonstrated the need to develop their own security policies and to complete the relevant laws. Accordingly, amendments to some laws including the penal code and the Aliens’ residence act are also required in accordance with the requirement of this phase.
