چکیده:
مساله خلق پول از مسایل بسیار مهم پولی و اقتصادی است و تأثیر تعیین کنندهای بر متغیرهای کلان اقتصادی دارد. معمولاً فرآیند خلق پول در بانکهای تجاری در کتابهای درسی اقتصاد به خوبی بیان میشود و به عنوان یک امر معمولی پذیرفته میشود و پس از آن تنها مساله عرضه پول و حجم نقدینگی و تاثیرشان بر متغیرهای کلان اقتصادی مورد توجه قرار میگیرد. ولی کمتر به بررسی آثار اقتصادی خلق پول پرداخته میشود. برخی از اقتصاددانان تأثیر فراوان نظام بانکی بر جریان خلق پول و نیز آثار اقتصادی آن را مورد توجه قرار دادهاند و برای جلوگیری آثار منفی آن پیشنهادهای مختلفی مطرح کردهاند. آنچه در این نوشتار در این باره به آن پرداخته است عبارت است از: مروری بر دیدگاههای مختلف اقتصاددانان در باره خلق پول، مروری بر آثار اقتصادی آن، بررسی ماهیت پول اعتباری و بانک و در نهایت بررسی فقهی پدیده خلق پول از سوی بانکها و دولت با روش اجتهادی و تحلیلی. نوآوری این مقاله بررسی فقهی نسبتاً جامع خلق پول و نیز ارایه برخی قواعد پیشنهادی برای احتراز از آثار منفی خلق پول است.
