چکیده:
ترکیه در چند دهه اخیر تلاشهای فراوانی برای حضور در میان کشورهای اروپایی انجام داده است . با توجه به پی آمدهای عضویت ترکیه در اتحادیه اروپا برای این کشور و همسایگانش، به نظر می رسد که بررسی این موضوع از اهمیت دو چندانی برخوردار باشد. مقاله حاضر با این فرض که تقابل ترکیه و اتحادیه اروپا ادامه خواهد یافت و این امر ناشی از برخورد دو جهان بینی و دو هویت متفاوت است، پتانسیلهای لازم برای دگرگونی این وضعیت را مورد بررسی قرار می دهد. نویسنده این فرضیه را مورد آزمون قرار داده است که عدم پویایی ساختارهای داخلی ترکیه از یک سو و احساس تهدید هویتی کشورهای اروپایی از سوی دیگر، مهمترین مانع پیوستن کامل ترکیه به آن اتحادیه است. در نتیجه، ترکیه در بهترین شرایط می تواند به این اتحادیه نزدیکتر شود و به گسترش روابط خود با آن بپردازد، ولی قادر به عضویت کامل نخواهد بود. نویسنده در پایان مقاله، آثار پیوستن ترکیه به اتحادیه اروپا را بر وضعیت ایران برشمرده است.
Turkey has made enormous efforts to be among the European countries during the recent decade. Given the consequences of Turkish membership in the European Union for the country and its neighboring states، studying this subject is of utmost importance. Assuming that the confrontation between Turkey and the European Union will continue due to different worldviews and identities، this article examines the potential change of the situation. The author tests the hypothesis that lack of dynamism in Turkey’s domestic structure on the one hand and the feeling of identity threat by European countries on the other constitute the most serious obstacles to Turkey’s full integration to the Union. As a result، Turkey may، at the best of conditions، become closer to the Union and expand its relations with it، but it will not be able to join it fully. The author، at the end of the article، concludes with the potential ramifications of Turkey’s EU membership on Iran’s position.
