As this is the first seminar between our countries in the fields of human rights, let me start by highlighting some main elements of the Finnish human rights policy.
Finland is committed to promoting respect for human rights and fundamental freedoms everywhere in the world The recently appointed Government of Finland has again taken human rights to its programme.
It will participate actively in strengthening human rights where it is needed Human rights has become a central part of Finnish foreign and security policy.
Finland works for strengthening the international human rights mechanisms and aims at the full use of them worldwide.
Finland considers human rights an integral component of its dialogue and co-operation with other countries.
Human rights, international covenants onequality, democracy and good human rights requiregovernance are among the main aims of the Finnish assistance to the developing countries.
Finland works to encourage all governments to accede to international human rights covenants and to implement them in practice.
Finland supports the efforts of the UN and other international organizations to improve the human rights situation through dialogue, co-operation programmes and technical assistance.
Here again, it is important that governments co-operate with international human rights mechanisms.
The Council of Europe and OSCE According to the Finnish view, regional organizations also have an indispeasible role to play in enhancing human rights.
