خویشاوندسالاری سازمانی، مجموعه‌ای از فرایندهای روان‌شناختی و جامعه‌شناختی است که با ملاحظات خانوادگی و رفیق‌بازی موجود در محیط درونی و بیرونی یک سازمان در ارتباط است و بیانگر وجود فساد اداری، تبعیض و تأثیر رابطه به‌جای ضابطه در اجرای امور سازمان‌هاست. این مطالعه درصدد است تا با استفاده از روش پژوهش کیفی و به‌کارگیری راهبرد نظریه‌پردازی داده‌بنیاد به ارائۀ الگویی از خویشاوندسالاری سازمانی در نهادهای بخش دولتی بپردازد و عوامل مؤثر بر بروز این رفتار و پیشامدهای سازمانی حاصل از آن را شناسایی و تشریح کند. در این راستا، با چهارده تن از مدیران ارشد پنج سازمان دولتی استان بوشهر به‌عنوان نمونه آماری به‌صورت نظری و هدف‌مند و به شیوۀ نیمه‌ساختاریافته مصاحبه شد و متن‌های مصاحبه در سه مرحله کدگذاری باز، محوری و گزینشی مورد تحلیل قرار گرفت. نتایج، نشان داد که نگرش رابطه‌گرا به‌عنوان پدیده محوری و در تعامل با عوامل دیگر موجب شکل‌گیری خویشاوندسالاری سازمانی می‌شود. نحوه ارتباط این عوامل در مدل نهایی پژوهش، نشان داده شده است. منفعت‌طلبی و قوم‌گرایی فرد و عدم توجه به حقوق و منافع عامه مردم در شکل‌گیری نگرش رابطه‌گرایی مدیران، تأثیر بسزایی دارد که درنهایت این نگرش، پایه‌ای برای به‌وجود‌آمدن پدیده ناهنجار خویشاوندسالاری سازمانی است.
Organizational nepotism is a collection of psychological and sociological processes related to the family considerations and favoritism existing inside and outside an organization representing the existence of corruption, discrimination and the influence of relation instead of standards in performing organizational actions. This study attempts to introduce a model of organizational nepotism in public sector institutions using qualitative research method and grounded theory strategy and also identify and explain the influencing factors on this behavior and related organizational results. Therefore, 14 top managers of five public organizations in Bushehr were interviewed as a sample using theoretical, purposeful and semi-structural method and the interview text was analyzed in three stages of open coding, axial coding and selective coding. The results showed that relational attitude as a pivotal phenomenon and in interaction with other factors leads to the formation of organizational nepotism. The relation of these factors has been represented in the final model of the study. Interest-seeking, ethnicity and ignoring public interests and rights has a tremendous influence in forming the attitude toward managers’ relational attitude and ultimately, this attitude is the basis for the emergence of an abusive phenomenon of organizational kinship.

اصطلاحاتي ازقبيل پارتيبازي، طايفـه گرايـي، قـوم گرايـي و رفيـق بـازي و مجموعـه سـؤالات مطـرح شـده و نيـافتن مـدلي اسـتاندارد در مـورد خويشاوندسـالاري سـازماني باتوجـه بـه مطالعـات پژوهشگران اين تحقيـق موجـب شـد کـه ايـده اصـلي ايـن پـژوهش کـه طراحـي و تبيـين الگـوي خويشاوندسالاري سازماني، باتوجه به منفعت عامه و مصلحت عمومي، اجراي نظـم در سـازمان هـا، افزايش بهره وري و اعتماد عمومي و کاهش فساد اداري است ، مطرح شود؛ زيرا انتخاب و انتصاب مديران و کارکنـان سـتادي و عمليـاتي، يکـي از مسـائل بااهميـت و مهـم تـرين وظـايف هـر نظـام حاکميتي و مفاهيم بنيادين در انديشه سياسي است .
در اين تحقيق سعي شد با اسـتفاده از روش کيفـي نظريـه پـردازي داده بنيـاد و شـيوه نظـام منـد، عواملي را که باعث گرايش مديران به سمت خويشاوندان ميشود و همچنين پيامدهايي را که ايـن گرايش براي سازمان ايجاد ميکند، تحت عنوان مـدل خويشاوندسـالاري در سـازمان هـاي دولتـي طراحي شود.
