Abstract:
کشورهای تولیده کننده نفت با چالشهای فزاینده مالی مواجه هستند، زیرا درآمدهای نفتی پایانپذیر، نوسانی و نامطمئن هستند و از تحولات بیرونی اقتصاد سرچشمه میگیرند. اتکای درآمدهای دولت به درآمدهای نفتی که غیرقابل پیشبینی است، مدیریت مالی را در این کشورها در کوتاه مدت و بلندمدت پیچیده تر میسازد. پایداری مالی بهطور کلی با سیاستهای جاری و آتی دولتها در ارتباط است. سیاست مالی پایدار، سیاستی است که میتواند در بلندمدت ادامه داشته باشد، بدون اینکه نیاز چندانی به مداخله در الگوهای درآمد و مخارج دولت وجود داشته باشد. این مقاله به آزمون تجربی سیاست مالی در ایران می پردازد و یک چهارچوب نظری برای تحلیل پایداری سیاست مالی براساس محدودیت بین دورهای بودجه
فراهم میکند. متدولوژی (روششناسی) هم جمعی و ه مجمعی چندگانه مانند انگل- گرنجر و جوهانسن - جوسیلیوس، همچنین مدل هموارسازی مالیاتی بارو برای ارزیابی سیاست مالی در ایران به کار گرفته شده است. نتایج این تحقیق حاکی از آن است که فرآیند مالی در ایران پایدار نیست و دولتمردان ایران از انرژی و منبع خدادادی نفت در جهت حذف کسری بودجه و بدهی های دولت استفاده مطلوب نکرده اند. همچنین نتایج این تحقیق نشان میدهد که درآمدها و مخارج دولت مستقل از هم هستند و ادامه سیاستهای مالی کنونی دولت نمیتواند پایداری بلندمدت مالی را برای کشور به ارمغان آورد.
An oil-producing country face fiscal challenges arising from the fact that oil revenue is exhaustible، volatile، and uncertain and largely originates from abroad. The dependence of government revenue on oil proceeds which are unpredictable significantly complicates fiscal management policy in short and long run. Sustainability generally، concerns current and expected future policies. If governments do not expect current and future policies to lead to an intertemporal budget constraint، then the fiscal process would be unsustainable.
oThis paper has empirically examined the sustainability of fiscal policy in Iran and provides a theoretical framework for analyzing of the sustainability of fiscal policy based on the government intertemporal budget constraint. Co integration and multi co integration methodologies such as Engle-Granger and Johansen-Josilios as well as Barro’s (1979، 1986) Tax-Smoothing Model were used to evaluate fiscal budgeting processes in Iran. It was found that the fiscal budgeting process in Iran is not sustainable and the Iranian fiscal policy، as far as oil and gas income is concerned، is not a fully responsible policy. In addition the evidence in this research shows that the government spending and revenues in Iran are independent.
