Abstract:
به دنبال رشد فزاینده جمعیت شهرنشین، عدم آمادگی مناطق شهری برای پاسخ گویی به نیازهای جامعه، دیدگاه و روندهای برنامه ریزی بخشی منجربه بروز مشکلات جدّی اقتصادی، اجتماعی، زیست محیطی و کالبدی در شهرها شده است. چنان که امروزه صدها میلیون فقیرشهری در محلات ناامن، غیربهداشتی و فاقد امکانات اولیه گزینه های بسیار اندکی برای زندگی فراروی خود دارند. برهمین مبنا راهبرد توسعه شهر (CDS) توسط سازمان ائتلاف شهرها برای حل بخشی از این مسائل پدید آمد.
راهبرد توسعه شهر در ایجاد فرآیندهای تصمیم سازی مشارکتی در کشورهای در حال توسعه و کاستن از سطح فقرشهری و تامین توسعه پایدار راهبرد بسیار موثری است. این مقاله با بهره گیری از روش توصیفی- تحلیلی به نگرش های سازمان ائتلاف شهرها و پس از آن به تجربیات عملی راهبرد توسعه شهر (CDS) در جهان میپردازد. هدف این مقاله تحلیل تجربیات CDS در جهان به منظور کمک به برنامه ریزان شهری کشور در راستای ارتقای کیفیت زیست و سکونت شهروندان می باشد. در این تحقیق تجربیات عملی CDS در شهر پنوم پن، شن یانگ، امان و اورادآ، سانتوآندره مورد بررسی و تحلیل قرار گرفته است.
Growing urban population, unpreparedness of urban areas to respond to the needs of community and partial views and trends of planning have led to serious economic, social, environmental and physical problems in the cities. Hundreds of millions of poor people today have very few options for their lives in unsafe, unsanitary towns lacking basic facilities. Based on this, City Development Strategy (CDS) was developed by the Coalition for Cities to resolve some of these issues.
The urban development strategy is an effective approach to create collective decision-making processes in developing countries and to reduce the overall poverty level and ensure sustainable development. This paper uses descriptive-analytical method to examine first the attitudes of the Coalition for Cities and then the practical experiences of city development strategy (CDS) in the world. The purpose of this paper is to analyze the CDS experiences in the world in order to help urban planners to improve the quality of life and residence of citizens. In this research, the practical experiences of CDS in Phnom Penh, Shen Yang, Amman and Urada, Santo Andre have been analyzed.
