Abstract:
این مقاله به سنخ‌بندی دولت‌های اجرایی جمهوری اسلامی ایران و سیاست‌های حکومتی متناسب با هر سنخ می‌پردازد. این سنخ‌بندی با پیروی از کلیات روش ماکس وبر، به معرفی دو نوع مثالی یا ایده‌آل تایپِ دولت در ارتباط با جامعة مدنی، به نام‌های دولت خودکفایی و دولت رابطه انجامیده است که دولت‌های اجرایی این نظام سیاسی را در این دو نوع قرار می‌دهد. هدف، خلاصه‌کردن تنوعات موجود از دیدگاه گفتمانی، سیاست‌ها و اقدامات هر دولت در سطح جهت‌گیری کلان بوده است. چنین نگاهی می‌تواند جهت‌گیری راهبردی سیاست‌های سیاسی، اجتماعی، اقتصادی و فرهنگی متناسب با پیامدهای هر یک از دو سنخ را به یکدیگر پیوند بزند. در این چهار بُعد، دولت رابطه عبارت است از دولت نخبه‌گرا، نوگرا، واسازی‌کننده و آزادی‌خواه، در حالی‌که دولت خودکفایی ویژگی‌های توده‌گرا، سنت‌گرا، بازسازی‌کننده و عدالت‌طلب دارد. در نتیجه‌گیری، راهی برای ایجاد همگرایی بیشتر در انتخاب سیاست‌ها پیشنهاد شده است.
This article is about categorization of Islamic Republic of Iran’s government. the president in Iran is the head of the government and is the executive state and it means the president is the level of execution. The head of state is the supreme leader. The present study investigates the type of policy-making according to the type of government in Iran. This categorization, by following the method of Max Weber, introduces two Ideal types of government related to civil society by the names of self-sufficient state and connection government. The purpose is to sum up the variety of discourses, performances, policies and actions of any IRI governments at a macro level orientation. Such a view can generally link up political, economic, social and cultural policy orientations according to the implications of each type of them. In these four dimensions, connection government is an elitist, modernist, deconstructive and liberal government while the self-sufficient government has populistic, traditionalist, reconstructive and egalitarian features. In conclusion, a way for achieving more integration in choosing policies has been suggested.
