Abstract:
هرچه قدر شناخت ما از مسائل پیچیده کاملتر باشدء بهتر میتوانیم از پس
مدیریت این نوع مسائل برآییم. هدف از این مقالهه شناسایی ویژگیهای مسائل
پییچیدة سازمانی از دیدگاه مدیران ایرانی و مقایسة آن با ویژگیهای مسائل
پیچیده در ادبیات موضوعی است که توسط متخصصان مختلف مطرح شده
است. بدین منظورء ابتدا ویژگیهای مسائل پیچیده از نگاه متخصصان شناسایی
شد. همچنین, برای استخراج ویژگیهای مسائل پیچیده از دیدگاه مدیران»
مصاحبههای نیمهساختاریافتهای با چهارده مدیر در سازمانهای دولتی انجام
گرفت. در این مصاحبههاء از مدیران خواسته شده بود که تعریف خود را از
مسائل پیچیده و یا ویژگیهای آنها بیان کنند و در صورت امکان» به نمونههای
مختلف آن در سازمان خود اشاره کنند. در این مقاله, برای استخراج ویژگیهای
مسائل پیچیده از دیدگاه مدیران» ابتدا به تحلیل محتوای نظرات مدیران در این
خصوص پرداخته شد. در این مرحله»ء هشت ویژگی کلی برای مسائل پیچیده
شناسایی شد و با ویژگیهای شناسایی شده از دیدگاه متخصصان متناظرا مورد
مقایسه قرار گرفت. در این مرحله مشخص شد که تفاوت چندانی بین دیدگاه
مدیران و متخصصان وجود ندارد. در مرحلة بعدی, با بهکارگیری روش
شالودهشکنی, به تحلیل و تبیین بیشتر متون حاصل از دیدگاههای مدیران
پرداخته شد تا درک بهتری از دلایل انتخاب این ویژگیها از سوی مدیران به
دست آید. درواقع» شالودهشکنی در اینجا بهعنوان یک ابزار انتقادی در ارتباط با
توسعة نظریة مربوط به ویژگیهای مسائل پیچیده بهکار گرفته شد. نتایج حاصل
از این مرحله, با نتایج مرحلة قبلی یعنی ویژگیهای بهدست آمده از تحلیل
محتوای نظرات مدیران منطبق بود.
The more we understand the complex problems, the better we can deal with these kinds of problems. The aim of this study is to find the characteristics of organizational complex problems from the managers' viewpoints and comparing them with the experts' viewpoints on these kinds of problems in the related literature. For this purpose, we first identified the characteristics of complex problems from expert's viewpoints. Then, we conducted semi-structured interviews with fourteen managers in some public organizations. In these interviews, we asked the managers to express their own definitions of complex problems or refer to the various examples of them in their own organizations. In this paper, first, a qualitative content analysis of interview transcripts has been utilized in order to extract the characteristics of the complex problems from the viewpoints of managers. At this stage, we could identify eight main characteristics of complex problems and compared them with the characteristics identified from the viewpoint of experts correspondingly. At this stage, it became clear that there was little difference between the views of managers and experts. Then, at the next stage, we used a deconstruction method to better understand why managers had pointed to these main characteristics. The results of this section corresponded to the results of the previous stage, i.e. the characteristics obtained using the content analysis of managers' viewpoints.
