Abstract:
نگاهی به برنامه های منطقه ای در کشور ایران نشان می دهد که نتایج این برنامه ها در جهت تعادل بخشی به نظام شهری و ایجاد سلسله مراتب سکونتگاهی مفید واقع نشده است. در مطالعات انجام شده مناطق براساس مرزهای سیاسی و اداری تعریف شده است. در نتیجه مدلهای کمی مورد استفاده نیز به بهبود مشکلات نظام شهری کمکی نکرده است. بنابراین هدف اصلی پژوهش حاضر تبیین درست مفهوم منطقه از دو بعد عینی و ذهنی و کاربرد صحیح مدلهای کمی در برنامه های منطقه ای است. در این راستا منطقه زاگرس به عنوان منطقه ذهنی (شامل پنج استان کرمانشاه، کردستان، همدان، لرستان و ایلام) و استان کرمانشاه به عنوان منطقه عینی انتخاب شدند. روش پژوهش از نوع مقایسه ای بوده و نتایج استفاده از مدل های کمی (شاخصهای کمی تعیین نخست شهر و همچنین شاخص تمرکز هرفیندال، ضریب جینی و ضریب پراکندگی) در دو منطقه مذکور مقایسه شدند. نتایج پژوهش نشان داد نظام شهری در منطقه زاگرس در مقایسه با استان کرمانشاه تعادل نسبی دارد. با تحلیل یافتهها، رهیافت این مقاله این است که در جهت تعادل بخشی به نظام سکونتگاه های شهری و تمرکززدایی از جمعیت، خدمات و امکانات میبایست به مفهوم منطقه در ابعاد فرهنگی، اقتصادی، اجتماعی، جغرافیایی توجه داشت و این مفهوم را در مرزهای سیاسی و اداری خلاصه نکنیم.
Introduction Nowadays, cities are residence place of nearly half of the world’s population and it is expected that over the next 30 years, more than two billion persons will be added to the population of the urban regions of the world. This represents a significant increase in population distribution in developing countries which over the past thirty years have been distributed equally among urban and rural areas, relatively. Todays in developing countries, large cities have been created which should be called Metropolises of the 21st century. Its natural reflection causes some problems such as urban domination, centralization of activities and services, and imbalance in urban hierarchy system, housing shortage and marginalization. One of the most considerable problem is undesirable urban system distribution which mainly occurs on the basis of economic, social and population activities concentration on a large urban network. In the meantime, Iran is not an exception to this matter as a developing country. Independent and isolated studies of the provinces, especially in the issues of the urban system of land use planning led to irrational results, such as the lack of a rational urban hierarchy, the existence of the severe Primate City disaster, Tendency to irregularity, low elasticity of small and middle cities, and inequality in the distribution of services, and following it, undesirable suggestion to modify urban system and solve mentioned problems have been provided that is not true in many cases. This position occurs due to not paying attention to the exact definition of the region, and inter-provincial functions of some activities and city centers in analyzing macro problems.
