Abstract:
یکی از مهم ترین عواملی که در افزایش یا کاهش میزان خسارات و تعداد تلفات انسانی در هنگام بروز بلایای طبیعی موثر است، بود و نبود سیستم مدیریت بحران کارا است که همواره در این سیستم داوطلبان حاضر به منزله ی منبع اصلی شناخته شده اند. در پژوهش پیش رو، یک مدل چند هدفه به منظور تخصیص داوطلبانی که با مهارتهای مختلف و از هر درجه توانایی، برای انجام امور بشردوستانه اعلام آمادگی
کرده اند، ارائه گشته است و تمرکز آن بر حداقل کردن مجموع تقاضای برآورده نشده در کنار افزایش رضایت شغلی داوطلبان است. به صورت خاص، در این مقاله منطقه ی تحت تاثیر بحران به مناطق کوچک تری تقسیم بندی می شود و به هر یک از آن ها بسته به نیازشان گروهی از افراد با مهارت ها و درجه توانایی های مختلف تخصیص داده می شود، به گونه ای که مجموع درجه ی توانایی افراد در آن گروه، از نسبت
آستانه ی تعیین شده توسط تصمیم گیرندگان بیشتر باشد. در نهایت مدل ارائه شده توسط روش الپی متریک حل و نتایج به ثبت رسیده است و برای بررسی رفتار مدل تحلیل حساسیت بر پارامترهای مختلف صورت پذیرفته است. نتایج نشان می دهند که در صورت امکان، داوطلبان به کاری که مرتبط با مهارتشان است تخصیص داده می شوند، تا آنجایی که مجموع تقاضاهای برآورده نشده بیش از حد معمول افزایش
نداشته باشد.
One of the most important factors affecting the rate of damages and casualties during natural disasters is the existence
of an effective crisis management system in which the volunteers are recognized as the main factor.
In the present research, a multi-objective model has been introduced for allocating volunteers with different skills
and different levels thereof to humanitarian affairs. The objectives of the model are to minimize total unfulfilled
demands as well as increasing volunteers’ job satisfaction. Specifically, in this article the crisis zone has been
divided into smaller groups; then the volunteers with different skills of different levels were allocated to them
depending on each zone needs; in a way, that total degree of volunteers’ abilities in each group is more than the
threshold specified by the decision-makers. Finally, the introduced model was solved by an LP-metric
method
and in order to assess the behavior of the model, a sensitivity analysis has been carried out on various parameters.
The results show that volunteers must be assigned to affairs related to their skills, but to the extent that the total of
unmet demands does not increase more than usual
