Abstract:

جهانی شدن فرآیندی اجتناب ناپذیر است که به منزله بین المللی شدن و از بین بردن مرزهای جغرافیائی است. متفکران و اندیشمندان کشورهای گوناگون هر یک به گونه ای درباره جهانی سخن می گویند و در مورد آن اتفاق نظر چندانی وجود ندارد. امروزه، جهانی شدن به عنوان آشکارترین روندها در همگرائی کشورهاست که مهمترین بعد آن، بعد اقتصادی است. از سوی دیگر در حال حاضر حقوق شهروندی از مباحث مهم حقوقی، هم در سطح داخلی و هم در سطح بین المللی می باشد. در این بین قانون اساسی جمهوری اسلامی ایران توجه به سزایی را معطوف به حقوق شهروندی می کند و تفاوت قومیت، نژاد و زبان را در برخورداری از این حق لحاظ نمی کند. در این مقاله تلاش بر این است که با توصیف و تحلیل جهانی شدن و تاثیرات آن بر حقوق شهروندی، ضمن تعریف جامع و کامل از مفهوم جهانی شدن، چالش های جهانی شدن و نیز پیامدهای مثبت و منفی آن در ارتباط با حقوق شهروندی مورد بررسی قرار گیرد. در ادامه تاثیرات جهانی شدن بر حقوق شهروندی و راهکارهای ارتقای حقوق شهروندی در عصر جهانی شدن توصیف و تبیین شده است. فرضیه پژوهش این است که «شواهد موجود حاکى از تأثیر مثبت جهانى شدن برحقوق شهروندی است.

بـه ایـن منظور، پس از اشاره به تعریف جهانی شدن ، ابعاد، وجوه و شاخص های مختلف آن ، راه های تأثیر این پدیـده بر حقوق شهروندی بررسی و تحلیل میشود. بـر ایـن اساس در یک بررسی عناصر حقوق شهروندی به سه دسته زیر تقسیم میگردد:  حقوق مدنی  حقوق اجتماعی  حقوق سیاسی(٦١ p ,٢٠١٦ Shiravand, Hosseini) آموزش حقوق شهروندی و برنامه درسی کشورها هرچند آموزش حقوق شهروندی منجر به تحکیم و تقویت نظام ارزشی مهارتهای شهروندی در جهـت استحکام دموکراسی و مشارکت پایدار شهروندان می گردد و این مؤلفه ضامن بقاء و تداوم حیات اجتمـاعی و توسعه ی همه جانبه ی جوامع صنعتی و رو به پیشرفت است ، با وجود این باید توجه داشت که نظام آمـوزش و پرورش در عین اتکاء بر باورها و ارزش های جامعه باید در حفظ ارتباطات اجتماعی، فرهنگـی، اقتصـادی و 71 سیاسی جهانی و تغییر الگوی روابط بین المللی از طریق شکل دهی چارچوب های ذهنی متناسب بـا دنیـای پـر کنش و واکنش امروز گام بردارد و آموزش شهروندی به دانش آموزان با توجه بـه تحـولات سـریع اجتمـاعی، فنآوری و سیاسی دوران معاصر را در درون محتوای درسی دانش آموزان قرار دهد. این پدیده در عرصـه حقـوقی بـر تقویت حقوق شهروندی مؤثر بوده است و در ایران نیز طی سال های اخیر، شاخص های مختلف جهانی شدن همچون توسعه ارتباطات ، گسترش رسانه های جمعی، حضور فعالانه تر در بازار اقتصـاد جهـانی، عضـویت در سازمان ها و مجامع بین المللی و تقویت روابط خارجی با دیگر کشورها گسترش یافته است .
