تحلیل علل پایابی کانون‌های اسکان غیررسمی در پیرامون کلانشهر شیراز Journal Article

در کشور ایران جریان سریع شهرنشینی، طی چند دهه‌ی اخیر اسکان غیررسمی را به دنبال داشته است. این پدیده در حال رشد، مشکلات اجتماعی، اقتصادی، فرهنگی، کالبدی و زیست‌محیطی فراوانی را در اغلب شهرها به‌ویژه نواحی پیرامون کلان‌شهرهای تهران، مشهد، شیراز پدیدار ساخته و به‌شدت رشد و گسترش‌یافته است؛ به‌گونه‌ای که در حال حاضر بیش از 4/1 جمعیت شهری کشور در سکونتگاه‌های غیررسمی ساکن هستند، و می‌توان گفت که پهنه‌های اسکان غیررسمی در کلان‌شهرها فراتر از حریم شهر بوده و در نواحی روستایی پیرامونی کلان‌شهرها نیز کشیده شده است. هدف از این پژوهش تحلیلی بر اسکان غیررسمی در روستای کیان‌آباد از دهستان قره‌باغ از توابع بخش مرکزی شهرستان شیراز بوده است. این پژوهش، بر مبنای هدف از نوع کاربردی و ازنظر ماهیت و روش، توصیفی – تحلیلی است. برای گردآوری اطلاعات، از تلفیق روش‌های اسنادی و میدانی استفاده‌شده و بر اساس آن با توجه به حجم جامعه آماری روستای کیان‌آباد (1389 خانوار) و برای تعیین حجم نمونه با استفاده از فرمول کوکران تعداد 300 نفر(سرپرست خانوار ) از روستاییان مورد پرسشگری قرار گرفت. پس از تکمیل شدن پرسشنامه‌ها با استفاده از نرم‌افزار   spssو کدگذاری پرسشنامه اطلاعات آماری استخراج گردید و مورد تجزیه‌وتحلیل قرار گرفتند. یافته‌ها نشان می‌دهد که مهم‌ترین عامل شکل‌گیری سکونتگاه‌های غیررسمی در روستای کیان‌آباد شیراز، عامل مهاجرت(پایین بودن درامد و تأمین مسکن ارزان) است. ازآنجاکه با توجه به نظریات و دیدگاه‌هایی که مطرح‌شده بود با توجه به ساکن شدن مهاجران در این روستا یعنی سرزمین مقصد نیز نیازمند برنامه‌ریزی بهینه و مناسب است. برای حل آن در سرزمین مقصد نیز راهکارهای متعددی ارائه‌شده است که مواردی مانند ایجاد و گسترش امکانات زیربنایی و خدمات عمومی، مدیریت مناسب زمین و مسکن، امنیت تصرف، گسترش چتر حمایتی، سامان‌دهی بخش غیررسمی و... را دربرمی گیرد.

The rapid flow of urbanization in Iran has followed informal settlement in recent decades, and this growing phenomenon has overshadowed many social, economic, cultural, physical and environmental problems in most cities, especially Urban Peripheral metropolitan areas such as Tehran, Mashhad, Shiraz, etc. and heavily expanded and expanded to the extent that more than a quarter of the country's urban population lives in informal settlements, and it is safe to say that the informal housing zones in metropolitan areas are beyond the boundaries of the city and have been drawn into the rural areas Urban Peripheral of the metropolis. The aim of this study is an analysis of informal settlements in the Qian Abad village of Qarabagh district in the Central District city of Shiraz. This research, based on the purpose of the applied type and in terms of nature and method, is descriptive-analytic. For data collection, the combination of documentary and survey, and based on the population size of the village Qian Abad (1389 households) and the sample using Cochran Formula 300 (householder) of villagers Questioning was made. After the completion of the questionnaires using the software SPSS statistical information was extracted and coded questionnaires were analyzed. The results showed that the most important factor in the formation of informal settlements in Qian Abad village of Shiraz is the migration factor (low income and cheap housing). Because of the views and ideas that have been posed, the planning of the destination needs optimal planning due to the settling of the immigrants in the village. Several solutions have been proposed to solve this problem in the land of destination, such as the development of infrastructure and public services, proper land and housing management, Capture security, supporting coverage, organizing informal sector and etc.
