Abstract:
هدف: پژوهش حاضر، چرایی و چگونگی «در مخاطره قرارگرفتن اصول بیمهای سازمان تامین اجتماعی» را از منظر کنشگران این حوزه بررسی کرده است؛ بدینمنظور از رویکرد کیفی و روش زمینهای[1] استفاده شد.
روش: دادههای مورد استفاده شامل دو بخش بود که بخش نخست را پژوهشهای دیگر گردآوری کرده بودند و در اینجا مورد تحلیل ثانویه قرار گرفت. بخش دوم، توسط نگارنده از طریق نظرسنجی اینترنتی و مصاحبۀ عمیق نیمهساختیافته با کارکنان سازمان گردآوری و به شیوة مرسوم روش زمینهای تحلیل شد.
یافتهها: دادهها نشان داد که دو نوع کلاینتلیسم[2](کلاینتلیسم سیاسی و کلاینتلیسم سازمانی) اصول بیمهای سازمان را نقض و تضعیف میکنند؛ کلاینتلیسم سیاسی، مداخلات سیاستمداران در سازمان است که به اشکال مختلفی همچون استقراضتحمیلی مشکوکالوصول، استخدام و انتصاب سفارشی یا تحمیلی، مداخله در مسیر استاندارد شغلی، مداخله در تاسیس مراکز خدماتی، مداخله در روندهای خدماتدهی سازمان و مداخله در شرکتهای سازمان رخ میدهد؛ کلاینتلیسم سازمانی نیز در قالب توزیعهای غیربرنامهای و بدهبستان غیرتحمیلی با سیاستمداران رخ میدهد.
نتیجه: مهمترین علل این امر از منظر کنشگران میدانی به این موارد بر میگردد: «آگاهی اندک و اشتباه سیاستمداران راجع به بیمههای اجتماعی»، «شکلنگرفتن زمینۀ قانونی-سیاسی گفتگوی دموکراتیک (اتحادیهایشدن ضعیف) و نقش نهادهای سیاسی در تضعیف آن»، «رواج کلاینتلیسم در جامعه و شکلنگرفتن بوروکراسی ایدهآل وبری» و «کوتهنگری و بخشینگری سیاستمداران».
Purpose: This present research has studied why and how (social security organization is at risk) in view of the actors of this major. Qualitative approach and Grounded theory were used for this article. Method: Used information consisted of two sections which the first part was collected from other research and analyzed by secondary analysis in this article. The second part was collected and analyzed with underlying grounded methods by the author through internet survey and in-depth semi-structured interviews with staff of organization. Findings: The data showed that two kinds of Clienteles (political clientele and organizational clientele) is violating and weakening the insurance principles of organization. Political clientele is the intervention of politicians in different ways such as suspicious product borrowing, custom or imposed recruitment and appointment, intervention in the standard career path, intervention in constitution of service centers, intervention in servicing of organization and organization companies. Organizational clientele occurs in form of non-scheduled distribution and non-imposed give-and-take with politicians. Conclusion: The most important cause of this action in actor’s view refers to: (low and wrong awareness of politicians about social insurances), (not forming the legal-political background of democratic dialogue (weak unionization) and role of political institution in weakening it), (clientele resurgence in society and not forming ideal Webern bureaucracy) and (localism and partisanship of politicians.)
